Overview

Jhpiego Mozambique seeks Monitoring, Evaluation and Learning (MEL) Advisor/OVC Lead. The MEL Advisor/OVC Lead will provide a dual technical leadership role by overseeing both the Activity’s OVC component and the MEL scope. He will ensure the care and support to all sub-populations enrolled into the project, including CALHIV, HEI, children of HIV, children of HIV positive caregivers and SVAC. He will work with consortium partners and clinical partners to ensure clinical outcomes monitoring for CALHIV and provision of case management services to OVC activity participants. In addition, he will be responsible for developing the project framework, MEL systems and indicators to capture performance results, and provide effective, accurate and timely monitoring, evaluation, and learning of all project activities. Will employ quality improvement initiatives as well as ensure the collection, management, analysis and use of project data, ensuring that lessons learned are integrated into project implementation to continuously improve interventions and outcomes. He will also be responsible for designing and conducting assessments and other operations research to address project needs as well as documenting and disseminating project learnings, supervise and manage the OVC and MEL teams

Responsibilities

  • Provide technical leadership and direction to project MEL strategies, frameworks, plans, and indicators to capture project performance and results 
  • Coordinate the successful implementation of the project’s MEL activities to ensure that the project meets set targets per national and Donor standards 
  • Provide technical leadership and guidance to the team and project counterparts at all levels to participate in and lead, as needed, monitoring and evaluation of project activities and data use for programmatic decision-making 
  • Contribute to the annual work planning process in close collaboration with the Project Director, Donor, and the rest of the project team;
  • Lead the identification and prioritization of MEL capacity strengthening and technical assistance needs of supported partners;
  • Lead the development, implementation, and monitoring of capacity MEL capacity strengthening and technical assistance plans;
  • When required, lead the development of data collection tools to complement already existing tools;
  • In collaboration with the project team identify and document programmatic successes, best practices, challenges, and lessons learned 
  • Lead results reporting to Donor by providing written documentation on M&E activities and indicator results for progress and annual reports as appropriate 
  • Cultivate strategic MEL relationships and alliances with other Donor partners; 
  • Coordinate and/or represent the project team in professional circles through meetings, conferences, and presentations;
  • In collaboration with the project team, ensure that necessary M&E planning, budgeting, and management activities occur to facilitate smooth and efficient program functioning.

Required Qualifications

  • Advanced degree in public health, statistics, health informatics, or related social science;
  • 6+ years' experience in successful field implementation and management of M&E programs in HIV/AIDS for the public, private, or NGO sector;
  • Previous experience working with Donor-supported programs including familiarity with Donor M&E reporting requirements;
  • Strong computer skills including database management, including DHIS2 and word processing;
  • Ability to process and analyse data from computer-based health informatics applications including one or more of the following statistical software packages: SPSS, Epi-Info, Stata;
  • Experience providing technical assistance to Donor financed projects with an emphasis on HIV prevention, care, and treatment, especially OVC, DREAMS and primary health care (PHC)
  • Experience developing strategic and tactical plans in collaboration with others (stakeholders) who may represent a wide range of interests and needs;
  • Proven track record in coordinating a project team composed of technical experts and consultants in M&E activity implementation and reporting; 
  • Familiarity with international donor policies and administrative procedures, and have experience in the design and implementation of overseas health projects; 
  • Ability to work in a complex environment with multiple tasks, short deadlines and intense pressure to perform; ability to manage several major multidimensional activities simultaneously; 
  • Experience in public speaking and professional presentations;
  • Ability to recognize limitations and seek appropriate expert advice as needed from the Project Director/Senior HIV Technical Advisor and Jhpiego Baltimore M&E staff.
