Overview

Jhpiego Mozambique seeks for Country Program Manager (CPM) will provide overall of strategic and technical leadership and oversight to ensure high-quality implementation of the project, with a strong focus on compliance with Donors and Jhpiego’s operational and administrative policies and procedures. This position will represent Jhpiego in all technical aspects of the funded projects, and will be based in Maputo, Mozambique.

Responsibilities

  • Represent the project with donors, government and other relevant stakeholders; 
  • Supervise and manage a team, align their efforts with program goals to ensure project objectives are met within the set timelines and budget;  
  • Coordinate project activities in consultation with relevant local stakeholders and Jhpiego home office;
  • Troubleshoot to prevent and resolve potential problems and review outputs for quality control;
  • Work with finance and program staff to develop and track program budgets and to implement activities within approved budgets 
  • Monitor and supervise technical officers and/or short- and long-term consultants contributing to program efforts 
  • Lead development and on time submission of workplans and program reports including quarterly reporting against program indicators 
  • Champion locally led development initiatives by actively engaging and collaborating with community leaders, local organizations, and grassroots stakeholders to ensure the project's alignment with community needs and priorities. 
  • Implement Jhpiego’s project management approaches and tools to ensure effective and efficient project operations;
  • Foster regular communication with Jhpiego HQ technical and program staff to facilitate seamless coordination and compliance with organizational standards, sharing updates on program progress and challenges. 
  • Develop and execute a comprehensive country strategic plan aligning program activities with the country's priorities and ensuring technical soundness and evidence-based approaches. 
  • Oversee the mentoring, support, and supervision of the project’s clinical, technical, program, and administrative staff, fostering a collaborative environment to achieve rapid and responsive results. 
  • Collaborate with finance, program, and M&E staff to develop and manage portfolio and project budgets, ensuring effective tracking of deliverables, targets, and procurement status. 
  • Work closely with the supervisor and colleagues at a regional and global level to analyze and contribute to in-country New Program Development (NPD) opportunities, providing valuable insights for program growth. 
  • Cultivate and nurture strong strategic relationships and alliances with ministries, donors, implementing partners, and other key stakeholders in Mozambique to advance program opportunities and ensure sustained impact. 
  • Identify and network with new potential donors and partners whose interests align with Jhpiego’s expertise, especially during the startup phase, to diversify funding sources and strengthen program sustainability. 
  • Actively seek opportunities to represent Jhpiego in professional circles through participation in meetings, conferences, and presentations, showcasing the organization's work and fostering collaborations. 

Required Qualifications

  • Advanced degree in public health, international development, business administration, or a related field.
  • Minimum of 8 years of progressively responsible experience in international development, including experience managing Donor-funded programs and teams  
  • Proven ability to multitask across various planning and implementation processes within a highly demanding environment 
  • Ability to develop systems and standard operating procedures 
  • Proficiency in analysis, interpretation and visualization of data  
  • Demonstrated ability to build and maintain strong working relationships with government counterparts, local partners, and donors.
  • Proven leadership and team management skills.
  • Excellent communication, mentorship, and stakeholder engagement abilities.
