Overview

The Reaching Impact, Saturation, and Epidemic Control (RISE) project is a multi-year global project funded by the United States Agency for International Development (USAID) working with countries to achieve a shared vision of attaining and maintaining epidemic control, with stronger local partners capable of managing and achieving results through sustainable, self-reliant, and resilient health systems. RISE South Africa is hiring several positions to fulfill the project mandate. The Surveillance Course Developer role is a Jhpiego position funded from June to September 2025. Under the direction of the Senior Technical Advisor for the USAID-funded Vaccine Readiness Project in South Africa, the Surveillance Course Developer Consultant is tasked to collaboratively enhance resources for healthcare worker outbreak preparedness and responses through the development of online training on the indicator-based Surveillance system that strengthens detection of priority diseases/threats, monitoring threats, analysis, and reporting.

Responsibilities

 

  • Map, triangulate, and update the list of training materials.
  • Collaborate with NICD Centres to strategize on the list of training materials.
  • Assist with translating the training content into an interactive digital learning experience, and integrate voiceovers, animations, graphics, and video elements as needed.
  • Support the building of engaging and accessible e-learning modules using industry-leading authoring tools such as Articulate Storyline 360, Rise, Adobe Captivate, Vyond, and Camtasia.
  • Facilitate the performance of a preliminary self-paced NMC learning platform for HCWs.
  • Provide technical assistance to design user-friendly navigation, assessment interactions, and responsive layouts across multiple platforms.
  • Assist in the development of a CPD point platform for the learning platform.
  • Develop pre- and post-knowledge evaluation segments of the self-paced NMC learning platform.
  • Assist in the performance of quality assurance testing to troubleshoot and optimize functionality before launch/pilot.
  • Facilitate the piloting of the developed e-learning platform to internal stakeholders (NICD centres and NdoH Directorates).
  • Compile and disseminate a report outlining recommendations, lessons learned, and best practices for potential scale-up.

  • Final report outlining recommendations, lessons learned, and best practices

Required Qualifications

  • Bachelors’ university degree with a postgraduate degree in Public Health
  • At least 5 years of progressively responsible and directly relevant experience in the Public Health Surveillance System program
  • Proven experience providing technical support to the NICD, NDOH and other relevant stakeholders.  
  • A deep understanding of the Notifiable Medical Conditions (NMCs) surveillance system.
  • Demonstrated ability to conduct/respond to an outbreak investigation.
  • Experience collaborating and communicating with national and provincial stakeholders in the immunization industry.
  • Demonstrated analytical, organizational and decision-making skills.
