Overview

 

The MOMENTUM Country and Global Leadership (MCGL) project, funded by USAID, works to accelerate reductions in maternal, newborn, and child mortality and morbidity. In Rwanda, MCGL supports the Ministry of Health (MoH) to strengthen health systems and improve the quality and coverage of maternal and newborn health services. Maternal and perinatal outcomes are significantly influenced by the timely and skilled management of obstetric complications, including access to life-saving surgical interventions such as cesarean sections. Many hospitals rely on general practitioners (GPs) to perform these surgeries in the absence of specialists. However, skills gaps in safe obstetric surgical care remain a challenge. This mentorship initiative aims to strengthen in-service capacity of healthcare providers, including GPs, through targeted training and mentorship by an experienced OB/GYN. The Senior Maternal health advisor  will report to DCoP/TD and work closely with the MCGL,  Hospital Clinical Teams, Ministry of Health  and implementing partners involved in Maternal Health.

 

 

Responsibilities

 

Training of General Practitioners

  • Assess the competency level of GPs involved in maternal health services specifically performing safe cesarian section.
  • Develop and deliver a structured training program on performing safe cesarean sections, including:
    • Preoperative assessment and decision-making
    • Surgical technique and anesthesia coordination
    • Postoperative care and complication management
  • Oversee supervised surgical procedures by GPs until competency is demonstrated.
  • Support implementation of surgical safety checklists and infection prevention measures.

Clinical Mentorship

  • Provide hands-on, bedside mentoring to healthcare providers (Midwives, Nurses, Clinical Officers, and GPs) on the management of common obstetric complications in MCGL supported districts, including:
    • Postpartum hemorrhage (PPH)
    • Eclampsia and preeclampsia
    • Obstructed/prolonged labor
    • Sepsis
    • Retained placenta
  • Supervise and guide use of protocols, partographs/Labor care guide, and early warning systems.
  • Lead clinical audits, maternal death reviews, and perinatal death reviews.
  • Promote adherence to evidence-based guidelines for obstetric care

Systems Strengthening & Quality Improvement

  • Participate in hospital maternal health quality improvement initiatives.
  • Identify gaps in infrastructure, equipment, or systems affecting obstetric surgical care and advise on feasible solutions.
  • Build local leadership capacity to sustain improved obstetric practices.

Deliverables

  • Initial assessment report on existing capacity and needs.
  • Monthly mentorship and training progress reports.
  • Training materials and clinical job aids developed/adapted.
  • Log of mentored cesarean section cases with feedback for each GP.
  • Final summary report including key achievements, challenges, and recommendations. 

 

 

Required Qualifications

  • Medical Doctor with specialization in Obstetrics and Gynecology (OB/GYN).
  •  Minimum of 9 to 10  years of post-specialization experience, preferably in Rwanda, and  in district hospital
  • Demonstrated experience in mentoring or training healthcare professionals.
  • Proven ability to perform and teach safe cesarean section techniques.
  • Familiarity with national maternal health policies and guidelines.
  • Strong skills in teamwork and networking
  • Excellent communication skills (written and oral) in English, French and Kinyarwanda.
  • Solid skills in documentation and report writing
  • Willing to be asign in district hospital as full time

Required Knowledge, Skills and Abilities

  • Ability to work in a complex environment with multiple tasks and short deadlines.
  • Ability to multitask, be able to manage competing priorities and be able to prioritize in order to meet program and/or organizational objectives and deadlines.
  • A broad variety of programmatic, administrative, financial, and Microsoft Office
