Overview

The Finance Officer is responsible for implementing and maintaining the on‐site financial and bookkeeping systems required to assure the integrity and effective performance of the Myanmar office financial operations and for providing other finance‐related support to the team as necessary. He/she will report to the Sr. Finance Officer.

Responsibilities

  • Maintain an excellent Jhpiego Myanmar financial accounting system in support of all Myanmar programs
  • Ensure that accounting is in compliance with donor and Jhpiego guidelines and that expenses are allowable, reasonable, and allocable
  • Ensure that required financial controls are adhered to; ensure proper safeguards of funds, and ensure compliance with the established donor, JHU, and Jhpiego financial and accounting procedures
  • Support Sr. Finance Officer in preparing detailed financial reporting and reimbursement process in accordance with Jhpiego’s established financial system by monthly basis.
  • Timely preparation and review of monthly bank account and cash reconciliation.
  • Overseeing the management of petty cash and emergency funds.
  • Issuing cash to staff for approved activity requests and office operational costs.
  • Ensure that a cash count is conducted weekly and verified by the Sr. Finance Officer.
  • Perform banking procedures, including cash withdrawals, transfers, deposit, obtaining bank statements and other tasks as necessary.
  • Ensure accurate cash forecasts for meeting future spending and ensure petty cash funds are replenished in time and is under proper safety controls
  • Review the cash and bank payment vouchers and make sure that all the required supporting documents are duly attached and are in compliance with the Jhpiego and donor’s requirement.
  • Maintain an organized and complete financial filing system, both in hard and soft copies, ensuring that records are systematically updated.
  • Assist in planning, organizing, and executing statutory requirements and the audit process for the office in coordination with the Senior Finance Officer
  • Prepare and ensure accuracy of financial documentation (e.g invoices, vouchers, activity budgets and conversation memoranda) and other documents for payment and processing (e.g purchase orders, leases, and contracts); when others have prepared financial documentation, review them for completeness, accuracy, and validity of financial data, including accounting classifications and computations.
  • Help with reviewing, reconciling, and monitoring all accounts, advances are given to project staff, motor vehicle fuel purchases, and petty cash operations involving cash advances
  • Prepare as required project reimbursement/billing requests and accompanying financial reports for submission to Jhpiego Baltimore through the Country Program Manager
  • Ensure timely submissions of reports and finance‐related requests for information
  • Maintain the office’s financial and contractual files
  • Support procurement processes as required, (e.g through gathering Proforma invoices and preparing procurement documents; and developing purchased orders, Delivery orders, and Service contracts
  • Perform or assume other duties assigned by the supervisor to ensure the smooth functioning of all programs and the achievement of programs goals.

Required Qualifications

  • Bachelor’s degree in accounting/finance and equivalence.
  • 5+ years relevant working experience, preferably in the non-profit and/or development sector
  • Preferred have excellent working experiences in Accounting software, especially QuickBooks.
  • Knowledge of USAID regulations would be an added advantage
  • An understanding of maintenance of ledger entries, books keeping skills, and bank reconciliation
  • Knowledge of Generally Accepted Accounting Principles, GAAP, and internal controls
  • Advanced computers skills including use of spreadsheets and/or accounting packages
  • Knowledge of internal controls
  • Self-management (i.e. motivation, dealing with pressure, adaptability) and the ability to project a professional, consistent image of confidence, integrity, and competence.
