Through Gavi funding, Jhpiego is providing technical assistance for the rollout of the HPV vaccine in Pakistan, supporting national and provincial stakeholders in ensuring effective implementation.

Jhpiego is seeking Monitoring, Evaluation, Research, and Learning (MERL) Officers to support the HPV vaccine introduction in Pakistan through Gavi-funded technical assistance. Based in Lahore and Karachi, these positions will oversee data collection, evaluation, and reporting at the provincial level, ensuring evidence-based decision-making for program improvement. The MERL Officers will play a key role in monitoring the HPV vaccine rollout, conducting KAP study and supporting stakeholder engagement.

Responsibilities

Monitoring and Evaluation:

  • Support the monitoring and supervision of HPV vaccine rollout at the provincial level, ensuring data accuracy and timely reporting.
  • Implement evaluation activities, including post-campaign Knowledge, Attitudes, and Practices (KAP) studies and assessments of community knowledge and behavior regarding HPV and cervical cancer.
  • Conduct field visits to vaccination sites, schools, and health facilities to assess program implementation and identify areas for improvement.

Data Collection, Analysis, and Reporting:

  • Ensure timely collection, compilation, and reporting of HPV vaccination data from provincial and district-level stakeholders.
  • Support the MERL manager in the development and maintenance of the HPV Knowledge Management Hub at the FDI Resource Center.
  • Document multi-sectoral stakeholder engagement learnings and contribute to the sharing of best practices at national and international levels.

Collaboration and Capacity Building:

  • Provide technical assistance to provincial and district-level health teams on data collection, reporting mechanisms, and evaluation methodologies.
  • Support the development of advocacy toolkits and materials to enhance awareness and demand generation for HPV vaccination.
  • Assist in organizing review meetings, training sessions, and stakeholder workshops to improve data use for decision-making.

Required Qualifications

  • Bachelor’s degree in Public Health, Social Sciences, Statistics, or a related field; a Master’s degree will be a plus.
  • Minimum of 5 years of experience in monitoring, evaluation, research, and learning within public health programs.
  • Proven experience in designing and implementing M&E frameworks, particularly for immunization or vaccine programs.
  • Strong quantitative and qualitative data analysis skills, including proficiency in data visualization and reporting.
  • Experience working with government health departments, immunization programs, and other key stakeholders.
  • Familiarity with digital data collection tools and health information systems.
  • Excellent communication and report-writing skills in English and Urdu; proficiency in provincial languages is an asset.
  • Willingness to travel extensively within the assigned province.
