The Grants Manager serves as the principal manager of subgrants to partner organizations issued under the award. The Grants Manger oversees the implementation of complete grant-making cycle/strategy including soliciting proposals/applications; evaluating grantees; awarding grants and ensuring grantee payment; and monitoring (including field visits) and reporting. She/he will support capacity-building of all subgrantees and provides practical operational guidance to build the management capacity of the local and international non-US organizations to meet contractual requirements and minimum reporting standards. Supervises Grants Officer(s). Ensures cost-effective project implementation, compliance to donor and country regulations and meeting of project contractual deliverables.
• Participate in developing budgets for sub grantees.
• Oversee accuracy, presentation and timeliness of all grant financial reports.
• Advise and contribute to the design, development and implementation of grants
• Provide financial assistance to staff and sub grantees on administrative policies and procedures for grants management such as:
a. Jhpiego grants management policies and procedures
b. Policies and procedures for procurement under sub-grants
c. Interpretation of donors’ rules and regulations
d. Sub grantee monitoring
• Review sub grantees monthly invoices and monthly expenditure reports.
• Review supporting documents with invoices and expenditure where each sub grantee submits requests for reimbursements, liquidations, financial status and monitoring.
• Provide financial review feedback for all sub grantees and assess the implementation of the recommendations set forth on regular basis.
• Monitor and report performance of sub grantees, including expenditure analysis, financial commitments, and coordinate with the finance and technical teams for mitigation strategies.
• Collect and maintain complete documentation of submission/transmittal of reports that are specific to grants under prime awards:
a. Inventory of property in sub grantees’ custody
b. VAT reports of sub grantees
c. Audit reports of sub grantees
d. Other deliverables financial of sub grantees
• Build capacity of sub grantees in the areas of grants/finance management and compliance with the donors’ and Jhpiego’s policies.
• Conduct site visits to sub grantees to provide project management support, train on respective donors’ rules and regulations.
• Organize and maintain all financial project documents and files related to grant process and individual sub grantee activities.
• Conduct investigations to resolve contractual issues/problems/disputes arising from grants and make recommendations to the respective Project Directors and Operations Director for resolution.
• Tasks stated above are indicative only and not exhaustive. Due to the complex operating environment, the tasks are subject to substantial change to respond to the needs of the project and/or organization
• Perform desktop review each 6month for high/Low risk subs and prepare the report
• Keep update the grants/contracts tracker and provide monthly updates to country and HQ backstop team
• Assume other duties and responsibilities as assigned
• Bachelor's degree or equivalent with 10 years of relevant experience
• Minimum 7 years of experience in grants design, accounting and/or subgrant management on large donor-funded international projects
• Demonstrated expertise with cost principles, reporting requirements, financial regulations and management systems
• Demonstrated experience working on USG funded projects and knowledge of USG rules and regulations
• Results oriented and strong decision-making skills
• Understanding of performance improvement and training techniques
• Excellent verbal, written and presentation skills
• Ability to work in a complex environment with multiple tasks, short deadlines and intense pressure to perform
• Ability to travel to provinces at least 25% of the time
