Overview

Jhpiego seeks a Capacity Building Advisor to support Lifeline for Health a five-year USAID-funded HIV Care and Treatment project in South Sudan.  This project, with funds from the President’s Emergency Plan for AIDS Relief (PEPFAR), will provide comprehensive HIV care and treatment service delivery among South Sudanese living with HIV and reduce new HIV infections among the population. In addition to comprehensive HIV service delivery, this Activity aims to strengthen the capacity of local organizations and enhance the abilities of the organizations to manage direct awards of similar nature by the end of this activity.

The Capacity Building Advisor will have the overall responsibility of leading the design and implementation of programs to advance the Lifeline for Health mechanism’s goal of transitioning local PEPFAR and other USAID health partners to direct awards. They will regularly work with the USAID Mission, PEPFAR stakeholders and local institutions to develop organizational and systems learning initiatives that best position local organizations to support transition, assume leadership as prime implementing partner, MEL, and award management activities.

 

This position is contingent upon award from USAID. South Sudanese nationals are strongly encouraged to apply.

Responsibilities

  • Provide technical oversight, strategic direction, and ensure appropriate support for the planning and implementation of program capacity strengthening activities, aligned with Jhpiego’s overall locally led development (LLD) approach, tools and processes.
  • Develop and maintain strong working relationship with the M&E team and partner organizations to define what success looks like for the organization and identifies key milestones and metrics that have sustainable impact.
  • Collaborate with local partners to co-develop capacity strengthening plans based on needs assessment analysis and local partner discussions; agree on how identified capacity gaps will be strengthened.
  • Collaborate with local partners to co-facilitate regular follow-up assessments and/or pause and reflect sessions to address the evolving needs of local partners through existing and new networks and partnerships.
  • Establish resource linkages by identifying resources, tools, and subject-matter experts that support their capacity-strengthening priorities, and provide supportive supervision and coaching support to organizational partners throughout the capacity strengthening process.
  • Oversee progress of milestones and implementation of capacity strengthening plans, and adapt these plans in line with progress achieved and organizational learning to ensure continued relevance and alignment with stated project results.
  • Support partners in identifying other technical assistance opportunities for their organizations and strengthen their capacity to be responsive from managerial and organizational perspectives Document and disseminate the strategic learning and capacity-strengthening processes that are proven useful, as well as lessons learned in developing the capacity of local partners. Review, adapt, and systemize existing training materials in collaboration with content experts to develop high-quality training curricula and capacity-strengthening approaches
  • Develop and use appropriate communication formats and methods for dissemination of analyzed information.
  • Identify, onboard, and manage potential trainers/training organizations to design and carry out training/capacity strengthening activities to transfer skills and tools; develop and manage the contractual arrangements for these trainers/training organizations to deliver the agreed scope of work
  • Provide input into the development of monitoring and evaluation strategies and tools including key capacity-strengthening benchmarks and outcome measures
  • Represent Jhpiego and the project’s progress, achievements and lessons learned to donors, other key stakeholders, and through relevant technical advisory/working groups and professional forums, meetings, conferences
  • Coordinate efforts with the country team lead to ensure alignment with organizational strategy, mission and goals.
  • Other tasks as assigned

Required Qualifications

  • Advanced degree in public health or a related field
  • 9- 10 years' experience successfully managing large, multi-partner, multi-year international health sector development projects that have implemented successful activities related to Lifeline for Health’s focus, including HIV care and treatment.
  • Experience designing and leading organizational capacity development activities for donor-funded projects in the field of public health
  • Strong working familiarity with USAID regulations and policies. Understanding of localization policies and tools
  • Demonstrated experience and knowledge in establishing project systems and overseeing project start-up and close-out
  • Demonstrated experience with a mix of practical technical skills in financial management, organizational management, and governance necessary for strengthening local partner capacity
  • Mentoring and coaching experience
  • Experience recruiting and supervising personnel and ensuring they acquire the necessary training and skills to meet evolving project needs
  • Excellent diplomacy skills and a proven ability to establish and maintain interpersonal and professional relationships with USAID, Government counterparts, and local NGOs and CSOs
  • Expertise in research to practice—identifying and adapting best practices in capacity building to specific project contexts
  • Excellent skills in facilitation, team building, and coordination
  • Excellent verbal, written interpersonal and presentation skills in English is required
  • Ability to coach, mentor and develop technical capacity in regional and national projects and technical staff
  • Proficiency in Microsoft Office

Preferred Qualifications

  • Direct PEPFAR/OGAC experience preferred
  • Working knowledge of local languages preferred
