Overview

Jhpiego is implementing a five-year Urban Health Activity in Kampala, Mukono and Wakiso with funding from the United States Agency for International Development (USAID). The Activity aims to strengthen urban health systems and improve equitable health outcomes among all urban dwellers by working with districts, municipalities, and the Kampala Capital City Authority to provide quality primary healthcare services. It also focuses on optimizing available resources and enhancing private sector capacity to ensure sustainable improvements in health outcomes and a more resilient urban healthcare system. The Activity will address poor quality of care, congestion in public health facilities, uncoordinated referral system, weak community and surveillance structures, limited private sector capacity, and gaps in enabling environment results in poor health outcomes. The project's key expected results include the following: improved access to and use of quality, maternal, newborn and child health (MNCH), family planning/reproductive health (FP/RH), nutrition, and malaria services and improved disease outbreak response. 

 

 Purpose of Position 

The Digital Health Officer will lead integration of digital solutions into the Urban Health Initiatives in Target Districts. This role is essential in bridging the gap between technology and healthcare in urban settings, ultimately contributing to improved access and quality of care for communities. S/he will be responsible for the implementation, management, and evaluation of digital health tools and technologies to strengthen healthcare delivery, enhance data collection, and facilitate community engagement.  

Responsibilities

  • Oversee the collection, validation, and analysis of qualitative and quantitative data. 
  • Conduct training sessions for the staff and partners on M&E tools, methodologies, and best practices. 
  • Ensure the quality and security of the data which is being collected 
  • Work closely with project teams to identify key performance indicators (KPIs) and develop data collection tools. 
  • Establish robust data quality assurance systems (i.e. Data verification tools, DQAs, etc.) 
  • Identify data gap for analysis and inform the MER Manager about improvement needs in the Data Systems 
  • Make technical inputs to improve and facilitate the delivery of sound technical assistance and data quality in M&E 
  • Lead survey/assessment data analysis exercises and results dissemination at district level 
  • Support staff in effective application/use of electronic record system  
  • Perform program data analysis and Interact with program officers to advise on use of program data 
  • Documenting lessons learnt to inform improvement of program intervention approaches 
  • Perform other duties as may be reasonably assigned by supervisor. 

Required Qualifications

  • Bachelor’s degree in computer science, statistics, health informatics or related field. 
  • Minimum five (5) years’ experience in implementation of ICT solutions for health-related data in government, private or NGO sector 
  • Familiarity in USAID and MOH Reporting Systems (i.e. DHIS2, and others) 
  • M&E experience in the technical domains of RMNCAH, Nutrition, Malaria or Global Health Security. Experience in health systems strengthening is an added advantage 

Preferred Qualifications

  • Familiarity with Uganda health management information system and other national M&E systems  
  • Strong computer skills including database management and MS Office packages 
  • Ability to process and analyze data from computer-based health information applications and one or more of the following statistical software packages: SPSS, R, Epi-Info, Stata will be an added advantage. 
  • Knowledge database development and management  
  • Strong data analysis and presentation skills  
  • Ability to prepare presentations for different audiences  
  • Proficiency in both written and spoken English  
  • Excellent interpersonal and communication skills  
  • Be willing to take on extra responsibilities to achieve the goals/objectives set 
  • Knowledge database development and management will be an added advantage
