Position Summary
The M&E Advisor will supervise and manage the M&E team and oversee the collection, management, analysis and use of project data, ensuring that lessons learned are integrated into project implementation to continuously improve quality of interventions and outcomes for early detection of breast cancer and immunization programs. The M&E Advisor will be the lead technical expert responsible for all M&E related activities, including performance monitoring, data analysis, display and use and reporting of achievements and results in breast cancer early detection context. The M&E Advisor will provide technical leadership to develop project plan/framework, M&E systems and indicators to capture performance results and provide effective, accurate and timely monitoring, evaluation and reporting of all project activities aligning with breast cancer early detection and diagnostic services. S/he will lead efforts to strengthen monitoring and evaluation systems, and performance monitoring within a targeted geographic area, which may include building the capacity of Regional and Council Health Management teams to monitor, document and analyse the performance of breast cancer -early detection using clinical breast examination with enhanced referral services and ensure data quality. S/he will liaise with relevant technical officers, M/E assistants and MOH/Health Management Information System (HMIS) responsible for district and county level strategic information and monitoring and evaluation and support coordination with the national Reproductive Health Cancer unit. This position is critical for quality programming and generation of evidence-based approaches to support to be reached and linked to a variety of services along breast and cervical caner management and comprehensive care of suspect breast cancer cases. Furthermore, the ME Advisor will work with in country technical expert to develop systems to monitor CBE services, diagnosis services, referral, outreach and navigation activities for improved linkages, retention and adherence to with R/CHMTs to ensure the delivery of quality clinical breast examination (CBE) services in health facilities as per national breast cancer control strategies and project work plan. He will also be responsible to provide technical guidance in M/E activities in facility and outreach setting in all 5 supported regions-Mwanza,Tanga, Morogoro, Zanzibar and Mtwara.
Working under the technical guidance of the project director, the M&E Advisor will be responsible to reinforce partnership with the MOH and R/CHMTs and facilitate documenting and disseminating project successes, challenges and lessons learned. The M&E Advisor will also be responsible in supporting designing and conducting assessments, operations research and evaluations to address project needs. The M&E Advisor will liaise with and support consortium partners and the Ministry of Health to implement monitoring and evaluation (and learning) activities.
During the project, the ME advisor will also work collaboratively with the R/CHMTs, project director and other project staff to engage stakeholders to advocate for government funding to ensure sustainability of key monitoring activities for both early detection of breast cancer and also advocate for the inclusion of interventions into the facility and institutional level budgets to pave the way for sustainability and scale.
