Overview

Project Overview:    

Jhpiego is implementing a five-year Urban Health Activity in Kampala, Mukono and Wakiso with funding from the United States Agency for International Development (USAID). The Activity aims to strengthen urban health systems and improve equitable health outcomes among all urban dwellers by working with districts, municipalities, and the Kampala Capital City Authority to provide quality primary healthcare services. It also focuses on optimizing available resources and enhancing private sector capacity to ensure sustainable improvements in health outcomes and a more resilient urban healthcare system. The Activity will address poor quality of care, congestion in public health facilities, uncoordinated referral system, weak community and surveillance structures, limited private sector capacity, and gaps in enabling environment results in poor health outcomes. The project's key expected results include the following: improved access to and use of quality, maternal, newborn and child health (MNCH), family planning/reproductive health (FP/RH), nutrition, and malaria services and improved disease outbreak response.  

 

Purpose of the Role: 

The Finance Assistant will provide essential financial support to Jhpiego Uganda, ensuring the efficient and accurate management of day-to-day financial operations. This includes handling accounts payable and receivable, processing payments, managing staff advances, and monitoring financial transactions to ensure compliance with Jhpiego and donor policies. The Finance Assistant will also maintain an effective bookkeeping system, ensuring the integrity of financial records and contributing to the smooth running of the office and programs. Through attention to detail and adherence to financial guidelines, the Finance Assistant will support Jhpiego’s mission to strengthen urban health systems and improve health outcomes.  

 

Responsibilities

  • Preliminary review of vendor invoices and staff advances to ensure completeness, accuracy, reasonability and validity according to Jhpiego and donor guidelines 
  • Process vendors, mobile wallet payments and advance payments in QBE on a timely basis.  
  • Monitor and reconcile accounts payable and receivables and ensure timely settlement of bills  
  • Review expense reports to ensure completeness, accuracy, reasonability and validity of financial data before posting to QBE 
  • Ensure that payment vouchers are stamped PAID, filed in an orderly manner  
  • Ensure that payment vouchers and journal vouchers are scanned, uploaded to QBE and saved on OneDrive on a monthly basis.  
  • Ensure timely and accurate processing of VAT claims to USAID and URA in accordance with established Tax laws of Uganda.  
  • Ensure that expense reports are generated that are compatible with standard accounting practice, JHU/Jhpiego and donor policies, and are filed on a timely basis 
  • Review staff advance ageing, provide updates to staff on their advance accounts on a regular basis, and ensure timely settlement of the advances 
  • Provide guidance/ feedback to the Finance Officer to ensure the sound functioning of the Jhpiego Uganda Office, including any issues that are likely to compromise the Internal controls of Jhpiego 
  • Be keen to ensure that all operations and processes applied on daily basis are in compliance with Jhpiego and donor guidelines 
  • Assume other duties as assigned  

Required Qualifications

  • Degree in Accounting, Finance or Business-related field or at least CPA/ACCA level 2   
  • Minimum of three years relevant experience in Finance or Accounting.

Preferred Qualifications

  • Knowledge of USAID regulations would be an added advantage  
  • Previous experience with non-profit organization will be an added advantage 
  • An understanding of maintenance of ledger entries, bookkeeping skills and bank reconciliation 
  • Computer skills in spread sheets and accounting packages 
  • Knowledge of Generally Acceptable Accounting Principles-GAAP 
  • Knowledge of Internal Controls 
  • Ability to lead teams to develop budgets for small and large projects 
  • Work with supervisor to enforce broad compliance standards as required by Jhpiego.
