Overview

Jhpiego is seeking a Senior Monitoring and Evaluation (M&E) Advisor to oversee the monitoring and evaluation systems and processes for a five-year $40 million USAID Global Health Security (GHS) activity in Guatemala. The flagship GHS Activity is to designed to provide tailored and targeted technical support in areas of highest need, in partnership with key government, civil society, private sector and community actors and entities across Guatemala to strengthen One Health systems capabilities to build resilience and self-reliance to prevent, detect, mitigate, and respond to the health and economic impacts of emerging infectious disease outbreaks. The Senior M&E Advisor will oversee project M&E system for reporting progress and ensure compliance with reporting procedures and guidelines and have demonstrable knowledge of data collection protocols and be able to identify data trends and use the information to adapt implementation.

Responsibilities

  • Provide leadership and strategic direction to all M&E requirements of the project from start-up to project close out.
  • Establish project-wide M&E systems to monitor project progress and ensure they are robust and are able to provide data to support adaptations in project implementation.
  • Train project staff in usage and analysis
  • Ensure all M&E procedures and protocols are compliant with USAID, Government of Guatemala and Jhpiego requirements, including the collection and storage of data.
  • Establish data collection, visualization and analytical systems to identify data trends and share data analysis with the project team and support usage in project implementation, including where needed course direction change.
  • Provide technical assistance and guidance to MER team staff and other project teams to ensure program performance monitoring: collection, compilation, analysis, reporting and use of data for ongoing improvements in implementation
  • Develop and use appropriate communication formats and methods for dissemination of analyzed information.
  • Coordinate with the M&E Officers to develop data analysis products including routine performance charts for presentation at performance review meetings with project management team
  • Collaborate with Jhpiego partners to facilitate harmonization of M&E systems across all sectors and align these M&E systems to MoH systems for sustainability.
  • Support as required the design, development or strengthening of data systems and digital solutions that support national and subnational emergency responses.
  • Support the process of work plan and budget development for the M&E unit
  • Develop and maintain strong working relationships with USAID and the Ministry of Health, provincial and district offices, related Ministries, public health partners, member organizations and professional associations, private health care networks, local civil society organizations and local research institutions to maximize resources and avoid duplication of effort
  • Ensure coordinated and quality provision of technical assistance to programs, including drawing upon global data and trends to identify strategic opportunities, identifying needed shifts in technical approaches and implementation and by identifying opportunities to fill critical knowledge gaps.  
  • Improve capacity of local government health authorities to conduct evidence-based and epidemiological analysis of local health systems for decision-making to inform strategic and programmatic direction.
  • Mentor, supervise and manage performance and provide timely feedback to MER staff;
  • Support the preparation, and timely submission of quality project reports to the donor
  • Contribute to knowledge management, research and learning to advance GHS strategies and approaches globally
  • Represent Jhpiego and the project’s progress, achievements and lessons learned to donors, other key stakeholders, and through relevant technical advisory/working groups and professional forums, meetings, conferences
  • Author/co-author abstracts, presentations, and articles for journals and conferences;
  • Work with finance and project staff to develop and track project budgets;
  • Coordinate efforts with the country team lead to ensure alignment with organizational strategy, mission and goals.

Required Qualifications

  • Master’s degree in health informatics, biostatistics, public health, economics or related field.
  • Minimum of 10+ years of experience in a similar role in monitoring, evaluation and related to health development projects in Guatemala.
  • Demonstrated experience in supporting effective integration of surveillance systems including geospatial data for improved planning strongly desired.
  • Experience and skills leading and building the capacity of M&E officers including with partners
  • Previous experience working in M&E on U.S. government-funded activities in Guatemala and understanding of USAID monitoring systems, indicators, reporting requirements.
  • Proven ability to work collaboratively with government, donors, various ministries, development partners, community organizations, research organizations, and academic institutions to advance the health objectives.
  • Experience working with local sub-grantees, and international and knowledge of capacity development approaches for locally-led development.
  • Strong analytical and critical thinking skills and ability to translate data into action, and communicate results to wide ranging audiences.
  • Previous direct supervisory experience of professional and support staff and experience hiring and supervising personnel
  • Professionally proficient and fluent in written and spoken Spanish and English.
  • Excellent diplomacy skills and a proven ability to establish and maintain interpersonal and professional relationships with USAID, host-country counterparts.
  • Excellent skills in facilitation, team building, and coordination
  • Ability to coach, mentor and develop technical capacity of technical staff
  • Ability to travel nationally and internationally

Preferred Qualifications

  • Experience in any of the technical areas in global health security in Guatemala preferred.
  • Experience in quantitative and / or qualitative research experience preferred.
