In India, Jhpiego works across various states in close collaboration with national and state governments, providing technical assistance in the areas of family planning, maternal and child health, strengthening human resources for health, and non-communicable diseases. These programs are funded by USAID, Bill & Melinda Gates Foundation, RTSL, Children’s Investment Fund Foundation (CIFF), MSD for Mothers and others.

 

As part of our efforts to enhance comprehensive primary care services, we are seeking a qualified and experienced individual to serve as the Monitoring and Evaluation (M&E) officer for the state of Uttar Pradesh. The M&E Officer will be primarily responsible for coordinating health data management with government stakeholders, partners and program officers in the state.

 

 

Responsibilities

  • Develop overall MER plan for the project with guidance from the supervisor.
  • Guide/ facilitate the process for identifying and designing the key indicators for each component,
  • to record and report physical progress against the indicator; also steer the process of designing the tools for such progress reports.
  • Participate in development and testing of innovative methods for M&E at all levels of program related activities.
  • Develop and implement procedure for effective data management, data sharing and data analysis
  • Support the programs for accurate and timely data collection, collation and analysis pertaining to various Jhpiego projects
  • Support field offices in data quality checks, documentation and analyzing reports for dissemination
  • Manage all incoming data files per Jhpiego rules
  • Assist program leads by analyzing and deep diving in data for timely decision making as well as evidence generation
  • Undertake regular visits to the field to support implementation of M&E and to identify where adaptations might be needed.
  • Prepare reports on M&E findings as required, working closely with staff, implementing partners and donors.
  • Support in documentation of various project result, processes and development of success stories and fact sheet for strategic sharing and dissemination.
  • Identify the need and draw up learning questions, any other research activities for specific project studies with guidance of supervisor.
  • Support operational /implementation research activities - developing protocols, coordinating field data collection for testing hypotheses and documenting results.
  • Support the development of publications for peer reviewed, high impact international journals
  • Manage organization of Writing Workshops, Webinars, Journal Clubs to prompt participation of field staff in writing scientific manuscripts, review articles and program abstracts
  • Provide technical supervision and guidance to state ME officers in monitoring the program
  • Perform other duties assigned by the supervisor.

Required Qualifications


• Master’s degree in public health, demography, statistics, mathematics or related field or equivalent experience
• More than eight years of experience in supporting monitoring, evaluation and research related activities (at least 3-5 years of experience at the state level MERL support for large scale programs)
• Experience in supporting implementation research protocols and conducting surveys and data collection in the health sector.
• Understanding of Global Health and development approaches with willingness to learn the technical side of program implementation.
• Publications in high impact peer international reviewed journals
• Experience with digital platforms for Monitoring, Evaluation and Research would be an added advantage
