Overview

Jhpiego seeks a Supply Chain Advisor for the anticipated USAID Gambia Malaria Elimination Activity (GMEA). GMEA, a five-year, $13 million project, will support the Gambia Ministry of Health (MoH) through the National Malaria Control Program (NMCP) to accelerate progress towards achieving malaria elimination in The Gambia. The GMEA Activity will provide implementation support and technical assistance on malaria case-based surveillance and response for elimination, support enhanced cross-border collaboration between The Gambia and Senegal particularly focused on data sharing and coordination of interventions, and strengthen the NMCP’s capacity to coordinate, manage and sustain malaria elimination and control approaches. Additionally, GMEA will optimize delivery of malaria services through community-based approaches to address remaining gaps in intervention coverage or quality for achieving elimination.

The Supply Chain Advisor will support NMCP to coordinate forecasting, procurement, transportation, and distribution initiatives/activities that optimize efficiency, reduce costs, and meet demand. They will also support data analysis to resolve supply chain challenges and collaborate with various departments to enhance overall supply chain performance. 

 

This position is contingent upon donor award and is for Gambian nationals only.

Responsibilities

  • Build the supply chain management capacity of the NMCP, particularly around the use and quality of data for decision-making, including stakeholder coordination, performance monitoring, forecasting, quantification, national needs assessment, and supervision.
  • Coordinate the malaria annual national quantification activity, including reviewing the methodology for quantification of malaria commodity needs, using appropriate tools, coordinating data collection/cleaning/analysis, and documenting and sharing assumptions and support the development of an integrated national supply plan for malaria commodities
  • Provide technical assistance on revision, updating and implementation of the National Malaria Strategic Plan (MSP), ensuring MSP performance indicators are regularly used in performance monitoring, and provide input to annual work plans.
  • Contribute to preparing NMCP funding proposals, annual work plans, quarterly and annual reports, activity reports, and other related communications.
  • Provide TA to NMCP in drafting and submitting commodity procurement requests for malaria commodities.
  • Review, identify, and make recommendations to strengthen NMCP’s oversight, systems, and procedures to improve management of the supply chain at central and peripheral levels.
  • Regularly report on stock status of malaria commodities and health facility performance, especially as it relates to the security of malaria commodities, and malaria case management.
  • Support NMCP and the Regional Health Directorates (NBE/NBW) in the analysis of malaria logistics and case data, monthly commodity distribution planning, monitoring proof of receipts and proof of deliveries to ensure health facilities have sufficient stock to meet patient needs.

Required Qualifications

  • Bachelor’s Degree in a field related to Pharmacy/Logistics/Supply Chain Management or Data Management required; advanced degree preferred
  • Master’s degree in a related field will be an added advantage
  • Minimum of 7+ years of experience in procurement management, preferably with USAID-funded projects.
  • Experience in procurement and distribution logistics of health commodities in The Gambia or similar operating environment.   
  • Previous donor-funded field experience (e.g., CDC, Global Fund, USAID, UNITAID, WHO, World Bank, etc.) desired
  • Previous experience in procuring medical equipment, spare parts for medical supplies, pharmaceuticals, medical supplies, assistive devices and IT equipment and knowledge about existing regulatory requirements.  
  • Proficiency in Microsoft Access, Word, and Excel and familiarity with database and spreadsheet queries, formulae, and graphical presentation data

Preferred Qualifications

  • Familiarity with USAID Rules and Regulations 
  • Knowledge of global sourcing and procurement strategies, tactics, processes, procedures, and systems 
  • Demonstrated experience with US Government acquisition management
