Overview

Reporting to the Procurement Manager, the Procurement Officer is responsible for providing procurement support to the Jhpiego Cameroon Garoua Office. This includes sourcing, negotiating, purchasing and liaising with the wide variety of vendors/suppliers. The procurement Officer will be responsible for the day to day implementation of the procurement systems and procedures of goods and services.  S/he will work closely with the Procurement Manager to ensure timely procurement and will proactively identify gaps and make suggestions for improvement

Responsibilities

  • Provide procurement support to the Jhpiego Garoua office in compliance with Jhpiego's procurement policy and tools
    • Perform purchasing functions including: Work with program teams to develop procurement plan
    • Sourcing for quotations and negotiating for prices, terms, delivery and after sale services with vendors, 
    • Prepare procurement documents (invitations to tender, requests for quotations, requests for proposals, requests for information).
    • Prepare tender publication notices in newspapers.
    • Prepare for the receipt of bids, bid opening and analysis sessions, and draft bid evaluation minutes.
    • Participate in the evaluation of bids and selection of suppliers capable of meeting the strategic needs of the Jhpiego office.
    • Prepare basis for vendor selection and where necessary forward to Jhpiego Baltimore for approval of procurement and prepare documentation for prior approval
    • Raising LPOs and forwarding to vendors/suppliers
    • Follow up with vendors to ensure timely delivery of goods and services 
    • Work with Jhpiego staff to determine specifications for goods and services
    • Maintaining/updating procurement systems and records: implementing the procurement system identified by Jhpiego Baltimore
    • Prepare a hard copy of the procurement file with payment documents and ensure that it is submitted to Finance.
    • Ensure that goods ordered and received from abroad are accompanied by the appropriate documentation.
    • Verify the accuracy of invoices against orders/contracts and follow up on deliveries;Implement and monitor of purchasing management indicators;
    • Prepare and provide monthly procurement and supply management reports: procurement tracking, contract Tracking, price list, vendors register, tax files, inventory management within the required deadlines.
    • Identify, anticipate and manage supplier risks.
  • Assist in coordinating with Baltimore staff on approvals, shipments, clearing and deliveries to the office
  • Participating in evaluating, appraising and selecting pre-qualified suppliers/vendors
  • Work closely with the Procurement Manager to ensure timely procurement and proactively identify gaps and make suggestions for improvement.
  • Assume other responsibilities, as assigned

Required Qualifications

  • Bachelors’ degree in Supply Chain Management/Business Administration/Finance or Accounting/ Commerce or a related field.
  • Minimum 5 years relevant experience in procurement or administration. 
  • Professional experience in an international NGO in a multicultural environment is an advantage.
