Overview

The Digital Health Officer is responsible for leading the design, implementation, and management of digital health initiatives within the organization. This role involves leveraging technology to enhance data collection, analysis, and reporting, and support the digital transformation of health service delivery and improvement. He/She will work closely with other SEMBE II staff, and external stakeholders to ensure the successful integration of digital solutions into the National Malaria Control Program.

The Digital Health officer position requires experience implementing digital health solution in the field, public health knowledge, knowledge of Health application or health information systems and keen organization and management skills

Responsibilities

  • Evaluate current technology infrastructure and identify areas for improvement. In addition, lead in the adoption of emerging technologies that align with future organizational objectives.
  • Provide technical and programmatic support to end-users on computer and digital health applications.
  • Provide training and capacity building opportunities for MOH staff and other relevant stakeholders in digital health when needed.
  • Ensure organizational workflows can leverage digital tools to maximize efficiency and ease for staff and help the organization deliver impact.
  • Ensure that digital tools and processes are user-friendly and meet the needs of diverse teams.
  • Oversee the implementation of digital tools for data collection, management, and reporting.
  • Ensure the accuracy, security, and integrity of health data collected through digital platforms.
  • Develop and deliver training programs to health staff on the use of digital tools and platforms.
  • Build capacity within the organization to sustain digital health initiatives.
  • Stay updated on the latest trends and developments in digital health and recommend innovative solutions for the organization.
  • Prepare regular progress reports on the progress of digital health initiatives, highlighting achievements, challenges, and recommendations.
  • Ensure that all digital health activities adhere to data security and privacy regulations and best practices.
  • Ensure user compliance with digital health privacy standards

Required Qualifications

  • Bachelor’s degree in computer sciences, Information Technology, Health Informatics, Public Health, Epidemiology or a related field. A master’s degree training in public health, digital health, health informatics is preferred.
  • At least 5 years of professional experience in digital health, health information systems, or a related field.
  • Familiarity with data preprocessing techniques and tools.
  • Proficiency in digital health platforms, mobile health (mHealth) solutions, data management software, and health information systems. Familiarity with data protection regulations.
  • Strong skills in data visualization tools (e.g., Tableau, Power BI and other).
  •  Strong ability to analyze and interpret health data to inform programmatic decisions.
  • Understanding of algorithms, data structures, and model evaluation metrics
  • Strong organizational skills, capable of handling multiple tasks and working under pressure.
  • Ability to work collaboratively with a diverse team of health professionals, IT experts, and external partners.
  •  Good interpersonal and communication skills in Frensh or English
