Overview

Jhpiego seeks a Digital Health advisor to provide technical leadership for the strategic integration of digital health solutions and information and communication technology (ICTs) for the USAID-funded Systems to End the Malaria Burden Through Meaningful Engagement – II (SEMBE II) project in Cameroon. The project works collaboratively and comprehensively across the health continuum of care, from the community to the health facility and at the national level. The Digital Health Advisor will provide technical assistance at the National Level and in the North Region of Cameroon.

The Digital Health advisor will be responsible for supporting the National Malaria Control Program in implementing its digital health strategy. This includes working with government officials, healthcare providers, and other stakeholders to develop and implement digital health initiatives that improve access to healthcare and enhance the quality of care. She\he oversees adherence to the reporting cycle, developing and implementing data security and confidentiality policies, providing technical documentation and quality assurance of data inputs and outputs, developing or reviewing various tools, assisting in the analysis of data, and providing technical support in the use of these data in research projects and project implementation. The position will be reporting to Sr MEL Advisor

Responsibilities

  • Coordinating and managing the digital health projects and activities, in collaboration with NMCP and other relevant stakeholders.
  • Support capacity building to Ministry of Health and partners on global good solutions and adoption to meet country demand.
  • Identify and assess digital health technologies and tools that can enhance health services delivery and improvement.
  • Providing technical guidance and expertise on digital health solutions, such as electronic health records, mobile health, data analytics, and interoperability standards.
  • Lead the overall strategic direction for digital capabilities and ensure implementation through a digital transformation roadmap.
  • Coordinate with cross-functional teams, including IT, program staff, and external stakeholders, to ensure the successful delivery of digital health projects at different levels of project implementation.
  • Monitor and evaluate the impact of digital health initiatives and adjust strategies as necessary.
  • Conduct research on the effectiveness of digital health interventions and publish findings in relevant journals or reports.
  • Developing and overseeing the implementation of the digital health monitoring and evaluation framework, including indicators, data collection tools, dashboards, and reports.
  • Building the capacity of the digital health team and other partners on digital health best practices, tools, and innovations.
  • Support project leadership to engage with government officials and donors in support of the digital health initiatives.
  • Provide technical coordination and support across all phases of software development life cycle from user requirements development through testing and deployment support.
  • Provide support in development, review and finalizing technical documentation related to digital health solution.
  • Enabling the design, creation and distribution of digital learning content through the use of tools such as SMS/voice reminders and electronic and mobile learning systems.
  • Provide leadership in planning, design, development, implementation, and use of information and communication technologies (ICT) including health management systems and mobile health systems.
  • Provide technical assistance in the management of the hardware and software as related to the operations of the databases, including system development and maintenance, recommends purchase of new hardware and software maintenance of records and reports relating to database operations and data/project archives.
  • Establish and maintain productive relationships with key stakeholders, including relevant department heads, staff, government officials, partners and community.
  • Represent the organization at digital health forums, conferences, and meetings in country and out internationally.
  • Provide technical assistance to the Ministry of Health and other stake holders in the implementation and promotion of ICT technologies including quality assurance, security, and training.
  • Lead, in collaboration with other team members, the planning, design, implementation and evaluation of information and communication technologies for program activities; ensuring full integration of ICT into program activities.
  • Identify opportunities for and develop partnerships with other organizations to facilitate the use of electronic communications and IT in program activities.
  • Assists project team in preparing project data for presentation at regional or national conferences, and in preparing articles for publication
  • Ensure that digital health initiatives are compliant with local and international regulations, including data protection and patient privacy laws.
  • Pilot new digital health technologies and assess their potential for scaling.

Perform other related duties as assigned by the supervisor

Required Qualifications

  • Master’s degree in relevant field (health informatics, public health, computer science)
  • At least 8 years of experience in digital health, health information systems, or a related field
  • Experience with local context of digital health systems and health sector transformation.
  • Proven experience in implementing technology-based solutions with users, preferably for public health and in low- and middle-income countries.
  • Experience working in International Development organization specifically US government funded institutions.
  • Familiarity with technologies for data collection and reporting, data integration, and data visualization and analysis; with standards for interoperability, data privacy and security; with digital transformation frameworks and approaches
  • Skilled in District Health Information System (DHIS) software with good knowledge of pivot tables and its functions.
  • Ability to develop Graphic user Interface and Relational database using MS Access and SQL for administration, management and analysis.
  • Implementing and managing a DHIS2 instance (Using reporting and analytics tools to create dashboards and data visualizations (e.g. Power BI, Tableau))
  • Experience implementing technology-based solutions with users including user research, field testing, and training
  • Excellent computer skills with good knowledge of MS Access and/or SQL programming principles and languages; proficiency in data analytical packages e.g. STATA/SPSS, EPI info
  • Familiarity with client/server or multi-platform application development.
  • Excellent verbal and written communications skills including presentation and facilitation skills, team building and coordinating
  • Excellent organizational and time management skills
  • Proficiency in English and French.
