Overview

Jhpiego is seeking a Director, Global HR to support Jhpiego’s international human resources strategy and operations worldwide, covering over 3,700 employees, including local national, expatriate, and third-country national staff in diverse employment environments. This role shares supervision of a team of Regional HR Business Partners who directly backstop 40+ country offices’ HR operations. This includes recommending and implementing proactive HR strategies and initiatives, troubleshooting and resolving HR issues, and enabling Jhpiego to carry out its mission by focusing on and implementing HR best practices and legal compliance. 

 

This position is to open to candidates based in Africa and Asia. This role is exclusively open to candidates who are already located in any of the countries where Jhpiego currently operates.

Responsibilities

Global HR Operations

  • Oversees the maintenance of country personnel manuals and legal compliance
  • Oversees employee relations issues, whistleblower investigation and effective resolution of these cases
  • Collaborates with Country Directors in the implementation of HR programs with a concentration on host country labor law, JHU policies and other appropriate legal compliance
  • Leads and conducts HR audits in field offices and identifies areas for improvement and development of local HR team. Monitors the implementation of audit recommendations across countries.
  • Leads task forces or working groups as needed to research and develop new policies in a changing compliance environment, for example in sexual harassment/abuse and safeguarding
  • Serves as subject matter expert for field office HR requirements; provides a wide variety of global HR services including recruitment, benefits administration, and compensation.
  • Reviews country office hiring, promotion, equity and merit increases, and other salary adjustments and supplements as needed
  • Makes recommendations to the Chief HR & Administrative Officer in managing employee issues, including those that may involve grievances or litigation.
  • Represents Jhpiego on Johns Hopkins University HR, compliance and security committees as needed

Expatriates and Third Country Employee Management

  • Responsible for benchmarking and recommending changes to Jhpiego’s expat and third country national HR policies as well as Jhpiego’s international assignment policies to ensure that they are competitive and compliant with relevant laws, USAID, other USG- and non-USG agencies, donors and JHU regulations.
  • Oversees salary negotiation for TCN staff and local nationals outside of the United States as needed
  • Backstops Talent Acquisition team as required in the recruitment and bidding of overseas personnel on contracting and grants/cooperative agreement proposals.

Legal Compliance

  • Manages the process of finding, vetting and retaining international legal resources for field offices ensuring compliance with JHU requirements.
  • Informs JHU of any legal cases and manages outcomes with regards to the risk pool
  • Maintains and actively manages a tracker of all current and active employee relations cases and legal cases

Strategic Leadership

  • Monitors and analyzes current trends in international HR to recommend new and improved processes and systems to leadership
  • Develops global compensation strategy and, creates local salary scales and ensures that Jhpiego remains a competitive employer in all its locations
  • Provides a monthly/quarterly and annual report to the LT on Global HR activities and tracks relevant trends

Supervision

  • Provides coaching, guidance and mentorship to the Regional HR Partners
  • Sets targets and objectives for assigned area and delivers results
  • Grows team expertise to align with program and organizational direction while continually looking for ways to provide / enhance the value delivered
  • Leads a high-performing team and provides ongoing feedback and performance reviews
  • Tracks, monitors and effectively addresses and / or rewards performance of team members
  • Manages employees in compliance with all HR policies, procedures, guidelines
  • Shares knowledge, information, skills and subject matter expertise among the team and ensures the timely communication of issues while encouraging good working relationships with other functions / teams
  • Recruits for all hires to ensure a highly diverse, qualified workforce with the necessary capabilities needed to achieve goals

Required Qualifications

  • BA degree in Human Resources or related field 
  • 10+ years of progressive international human resources management experience in a donor-funded international NGO setting
  • Knowledge of specialized human resources in an international context
  • Track record of effective global HR operations
  • Demonstrated knowledge of, and experience with, the HR operations of USAID, the US government, and other governmental donor- and foundation-funded grants and contracts
  • Strong business acumen and people skills
  • Knowledge and experience that includes international recruitment, hiring and separation, performance management, compensation, staff development, and career transitions
  • Strategic thinker able to develop human resource strategies
  • Demonstrated ability to exercise discerning judgment, consultative decision-making, creative problem solving
  • Strong change management and project management skills
  • Strong verbal and written communication and presentation skills
  • Team facilitation skills
  • Demonstrated ability to resolve complex problems impacting people, process, and program issues
  • Strong team player with the ability to establish effective working relationships with peers, subordinates, and superiors
  • Knowledge of international labor law/legal resources
  • Deep knowledge of global compensation practices
  • Ability to coordinate and prioritize multiple functions, anticipate needs and follow through
  • Ability to travel independently in new environments
  • Computer proficiency required, particularly with Word, Excel, PowerPoint, Outlook, Access, or similar programs
  • Oral and written fluency in English and one or more other language (French and/or Spanish and/or Portuguese)

Preferred Qualifications

  • Graduate degree in Human Resources or related field
  • HR Certification (GPHR, SHRM-SCP or CIPD)
