Overview

Jhpiego is an international health organization affiliated with Johns Hopkins University (JHU) in Baltimore, Maryland. Jhpiego empowers front-line health workers by designing and implementing effective, low-cost, hands-on solutions that strengthen the quality of healthcare services, following the household-to-hospital continuum of care. Jhpiego also partners with organizations from the community to the national levels, building sustainable, local capacity through advocacy, policy development, health workforce strengthening, and quality and performance improvement approaches.

 

With support from the Global Fund (GF) Jhpiego in collaboration with the MOH will be implementing multi-sectoral partnership response project aimed at stepping up universal access to HIV and TB prevention, care and treatment programs in the 10 districts, namely: Leribe, Berea, Maseru, Mafeteng and Mohale’s Hoek, Butha-Buthe, Mokhotlong, Thaba-Tseka, Qacha,’s Nek and Quthing. The project funded by Global Fund through the Government Principal Recipient (PR), Project Management Unit (PMU). This is to intensify a systematic search for TB individuals who would not present to a health facility and bringing them into care. The focus is on improving early TB case detection by reducing delays in presentation to a health facility and reducing TB transmission in the community, in schools, prisons and at the workplace.

 

Under the leadership of the Country Director, the Program Director THEBE is a senior expert who will oversee the HIV/TB program through the Ministry of Finance-Program Management Unit (MOF-PMU). The Project Director will be the primary point of contact for MOF-PMU and is responsible for ensuring that THEBE project is implemented on time, within the scope and on budget.

Responsibilities

  •  The Project Director is providing the vision, leadership and direction to ensure strategic, programmatic, technical, and financial integrity.
  • The Project Director has the overall responsibility for day-to-day leadership and management and reporting of project activities.
  •  Expedite and coordinates program implementation, establishing collaborative relationships with MOF-PMU, MOH and government counterparts and other implementing partners,
  • facilitating timely and efficient delivery of project inputs and providing capacity building initiatives as required.
  •  Represents Jhpiego at technical, policy and strategic planning meetings including meetings with collaborators and donor agencies and other partners as necessary.
  • Support and guide Jhpiego’s monitoring, evaluation and research activities.
  • S/he will be responsible for making key decisions and solving problems in short timeframes while ensuring operational and project quality and integrity.
  • S/he serve as the program’s main point of contact with MOF-PMU on routine and strategic matters.
  • S/he will also ensure effective organizational management and communication with the government of Lesotho and other partners.
  •  To regularly coordinate and manage the planned activities and budget under TB care and prevention module supported by MOF-PMU to ensure smooth implementation of the project.
  • Ensures regular reporting to the Ministry of Health and MOF-PMU on monthly and quarterly basis
  • Ensures donor reports are completed and submitted on time.
  • Provide support to other Jhpiego programs when deemed necessary.

Required Qualifications

  • Master’s degree in public/Community Health/Epidemiology and/or other Social Science disciplines
  • At least 7 years' experience as a senior program manager
  • 7+ years of TB, HIV and AIDS programming experience in Lesotho
  • Demonstrated strong technical and programmatic knowledge and experience in the following areas, HIV counselling and testing, combination prevention, treatment, care, support, integration of TB/HIV and working with high-risk populations.
  • Ability and experience in a senior supervisory role with strong organizational, coordination and planning skills and program management experience.
  • In-depth knowledge of the Global Fund or USG implemented programs, regulations, compliance and reporting
  • Fluency in both English and Sesotho
  • Computer literacy; Microsoft Office (Word, Excel & PowerPoint) and Internet
  • Ability to write concisely and clearly and to communicate professionally especially with persons of authority.
  • Ability to establish and maintain effective working relationships with both local and international JHPIEGO staff and partners.
  • Flexibility and willingness to travel
