Overview

The Grants Specialist will play a crucial role in supporting the USAID-funded and MOH-led Partnership for Health and Family Planning project (PHFP). The Grants Specialist will be pivotal in strengthening the Ministry of Health’s (MOH) capacity to effectively design, issue, and monitor grants. Focusing primarily on the Health Communication and Awareness Directorate (HCAD) and Woman and Child Health Directorate (WCHD), this role will support the MOH through the entire grant lifecycle from the development of grant proposals and issuing calls for applications to monitoring implementation, ensuring compliance, and reporting. The specialist will provide essential technical guidance, training, and capacity-building support, ensuring that the MOH meets USAID grant management standards and donor requirements. Strong communication skills, a deep understanding of USAID regulations, and the ability to work collaboratively with various stakeholders are essential for success in this role.

Responsibilities

Grant Design and Development:

  • Support the MOH in designing and developing grant opportunities, ensuring alignment with the PHFP project goals, and compliance with USAID and MOH guidelinesincluding issuing calls for proposals and drafting grant application guidelines.
  • Guide the MOH HCAD and WCHD in preparing and submitting high-quality grant proposals that align with MOH and USAID priorities.
  • Ensure the design of grant mechanisms adheres to USAID regulations and addresses programmatic needs.

Grant Issuance and Implementation Monitoring:

  • Assist the MOH in issuing grants, managing the review process, and selecting recipients based on technical merit and financial viability.
  • Provide oversight during the grant implementation phase to ensure that activities are on track, adhering to approved plans, and meeting USAID’s financial and programmatic requirements.
  • Support the MOH in setting up systems to track grant performance, monitoring compliance with donor agreements, and conducting field visits to assess progress.
  • Develop checklists, monitoring tools, and frameworks to help the MOH evaluate grant progress and identify areas for improvement.

Compliance and Financial Oversight

  • Ensure that all grant activities meet USAID compliance standards, including financial controls, procurement guidelines, and reporting requirements.
  • Provide technical support to the MOH in managing grant budgets, reviewing expenditures, and ensuring that funds are used efficiently and in accordance with donor expectations.
  • Help the MOH prepare for audits and reviews, ensuring that all documentation is accurate and up to date.

Capacity Building:

  • Build the capacity of the MOH HCAD and WCHD through training workshops, mentoring, and on-the-job technical assistance on grant management.
  • Develop tools and systems to streamline the grant management process, focusing on efficiency and compliance with USAID requirements.
  • Provide ongoing coaching to MOH staff on grant design, budgeting, reporting, and monitoring.
  • Empower the MOH team to independently manage the grant lifecycle, improving their ability to submit proposals, manage projects, and report progress.

Reporting and Compliance Audits

  • Guide the MOH in preparing and submitting timely, accurate reports to USAID and other stakeholders, including financial statements and progress updates.
  • Support the MOH in conducting compliance audits and regular evaluations to assess the effectiveness of grant-funded activities and address any challenges.
  • Assist the MOH in developing risk management strategies and ensuring that donor requirements are met throughout the grant lifecycle.

Stakeholder Engagement

  • Support the MOH in maintaining open, proactive communication with USAID and other donors, ensuring regular updates on grant status, challenges, and successes.
  • Facilitate collaboration between the MOH, USAID, and other stakeholders, ensuring that grant activities are well-coordinated and aligned with broader health initiatives.
  • Participate with the MOH at meetings, workshops, and events related to grants, and ensure that donor relationships are well-maintained.

Required Qualifications

Education and Experience

  • Bachelor’s degree in Business Administration, Public Health, Finance, or a related field.
  • A Master’s degree or relevant certification (e.g., Certified Grant Manager) is preferred.
  • Minimum of 6-7 years of experience in grant management, with a demonstrated history of working with USAID.
  • Experience working with MOH or similar government institutions is highly desirable.

Skills and Abilities

  • Strong knowledge of USAID regulations, procedures, and reporting requirements.
  • Excellent communication skills, both written and verbal, with the ability to present complex information clearly and concisely.
  • Strong analytical skills, with experience in financial management, budgeting, and compliance audits.
  • Ability to work collaboratively with diverse stakeholders, including government officials, donors, and non-governmental organizations.
  • Fluency in both English and Arabic is required.

Work Environment

  • Office-based with occasional travel to sites or donor meetings.
  • Attend key events with the MOH to ensure grants are progressing as planned.
