Overview

USAID’s Momentum Country and Global Leadership (MCGL) award is a USAID-funded global award, that works in tandem with country governments and local nongovernmental organizations to provide targeted technical and capacity strengthening assistance and contribute to the global technical leadership and policy dialogue on improving measurable outcomes for maternal, reproductive, newborn and child health, and voluntary family planning. MCGL in Jordan seeks an HR Officer for a USAID family planning program in Jordan. The MCGL Jordan program will provide support to the USAID/Jordan-funded Government to Government Partnership for Health in Family Planning (PHFP) program, led by the Ministry of Health (MOH), with aims to promote and provide quality family planning services to the population of Jordan.

 

The Social Behavior Change and Communication Advisor will play a crucial role in enhancing the stewardship of the Jordanian Ministry of Health (MOH) in promoting the voluntary use of family planning services. This position requires a dynamic individual capable of strategizing and implementing effective communication and community engagement interventions to increase demand for quality family planning services across Jordan. The SBCC Advisor will report directly to the Chief of Party and will work closely with the Technical Director and other project advisors to develop strategic approaches and foster integration across the project.

Responsibilities

  • Collaborate with the Health Communication and Awareness Directorate (HCAD) and other relevant MOH Directorates to develop and refine SBCC strategies and plans.
  • Work closely with the HCAD and other relevant MOH Directorates to design and oversee the implementation of innovative SBCC campaigns that promote family planning and health services.
  • Monitor and evaluate the impact of SBCC initiatives and adjust strategies accordingly to meet goals.
  • Build and maintain relationships with stakeholders, including community organizations, healthcare providers, and government officials, to enhance outreach and impact of communication efforts.
  • Provide technical assistance and capacity building at all levels (MOH central, health affairs directorates, and community health committees) to develop and execute effective communication and community engagement strategies.
  • Work closely with the MOH to foster sustainability in capacity building, SBCC, health promotion, and community engagement programs.
  • Prepare and deliver reports and presentations to USAID, the MOH, and other stakeholders regarding progress and outcomes of SBCC activities.

Required Qualifications

  • Master’s degree in Public Health, Communications, Social Sciences, or a related field.
  • Minimum of 8 years professional experience in SBCC or health promotion, preferably in the context of family planning and reproductive health.
  • Experience working with the Jordanian MOH and a proven track record in health promotion and community mobilization.
  • Proven track record of developing successful behavior change communication strategies.
  • Strong understanding of the health communication landscape in Jordan, including key players and institutional dynamics.
  • Excellent analytical, organizational, and communication skills.
  • Fluent in Arabic and English, both written and spoken.
  • Experience working with international development organizations, particularly USAID-funded projects.
  • Ability to work effectively in a diverse team environment and under tight deadlines.
  • Creative problem-solving skills and flexibility to adapt to changing priorities and challenges.
  • Strong leadership qualities and the ability to inspire and motivate teams.
