Overview

Jhpiego seeks a Senior Advisor for Institutional Capacity Strengthening and Growth to design, lead and manage the capacity-strengthening and transition process with local entities for an upcoming USAID-funded Universal Health Care Project: Family Planning/Adolescent Reproductive Health Activity (FP/ARH) in the Philippines. The $30 million project aims to increase high-quality health care for vulnerable Filipinos and improve sustainable health outcomes that align with USG, USAID, and Philippine government objectives. The project is expected to operate over a five-year period. S/he will operate under the leadership of the Chief of Party and with the senior management team.

This position is contingent upon award from USAID. Philippine nationals are strongly encouraged to apply.

Responsibilities

  • In collaboration with the senior management team develop a capacity-strengthening transition plan for local entities
  • Provide strategic direction, technical guidance and oversight and for all capacity strengthening activities for the project
  • With partners, facilitate the process of identifying transition benchmarks metrics, and develop action plans to progress towards transition
  • Administer and oversee local organizational partner assessments and capacity development action plans that are tailored to project and partner needs
  • Work closely with the Chief of Party on recommendations to USAID when local organizations are ready for transition awards
  • Design and implement a system to ensure the quality of local organizational capacity strengthening activities
  • Coordinate closely with the Project’s senior management team to ensure capacity strengthening efforts are aligned with project objectives and consistent across consortium partners
  • Establish information exchanges with local organizations to exchange lessons learned
  • Cultivate strategic relationships and alliances with other USAID projects, national institutions, and key stakeholders
  • Develop and maintain strong working relationships with USAID and the Department of Health, regional and cluster offices, related Ministries, and other stakeholders to maximize resources and avoid duplication of effort
  • Represent the project’s progress, achievements and lessons learned to donors, other key stakeholders, and through meetings, conferences, and presentations
  • With the Technical Director /Deputy COP oversee the preparation, and timely submission of quality project reports to donor
  • Participate in relevant technical working groups and other knowledge exchange forums and provide technical leadership and guidance as required
  • Mentor, support, supervise and manage a team of highly qualified staff and align their efforts to ensure rapid and sustainable results
  • Ensure fiscal responsibility of project activities and work with the project team to ensure the project delivers on time, on scope and on budget

Required Qualifications

  • Bachelor’s Degree in public health, development or related social sciences
  • Advanced degree in public health or a related field preferred
  • Minimum 7 – 8 years working in a similar role engaging and managing a wide range of partnerships
  • Demonstrated strong management, coordination, teamwork and planning skills with proven ability to function effectively with multiple host-country counterparts in the public, NGO and private sectors 
  • Working knowledge of local partner operations in the Philippines  
  • Excellent diplomacy skills and a proven ability to establish and maintain interpersonal and professional relationships with USAID, host-country counterparts and representatives from other key stakeholders such as NGOs, CSOs, and the private sector 
  • Demonstrated outstanding leadership, strategic thinking, organizational, team-strengthening, and representational skills 
  • Excellent skills in facilitation, team strengthening, and coordination 
  • Excellent verbal, written interpersonal and presentation skills  
  • Ability to coach, mentor and develop technical capacity in regional and national projects and technical staff 
  • Proficiency in Microsoft Office365 operations
  • Ability to travel nationally as needed
