Overview

USAID’s Momentum Country and Global Leadership (MCGL) award is a seven-year USAID-funded global award, that works in tandem with country governments and local nongovernmental organizations to provide targeted technical and capacity strengthening assistance and contribute to the global technical leadership and policy dialogue on improving measurable outcomes for maternal, reproductive, newborn and child health, and voluntary family planning. MCGL in Jordan seeks an HR Officer for a USAID family planning program in Jordan. The MCGL Jordan program will provide support to the USAID/Jordan-funded Government to Government Partnership for Health in Family Planning (PHFP) program, led by the Ministry of Health (MOH), with aims to promote and provide quality family planning services to the population of Jordan.

The HR Officer will be responsible for effective delivery of HR services and HR Administrative functions on a day-to-day basis with any other tasks assign by the Supervisor. The HR Officer will also play a key role in implementing organizational HR policies and initiatives, and maintaining organizational HR standards in all processes

Responsibilities

  • Provide advice to staff and supervisors on various HR policies
  • Review and update HR policies as per local laws and best practices in the international NGO community.
  • Support in the recruitment process including review of job descriptions, advertisements, screening of applications, interview and selection process, reference checks and contracting.
  • Facilitate the onboarding process for new hires, including orientation and training.
  • Compile payroll details every month and the changes thereof and liaise with the Finance office
  • Ensure effective administration of the performance management processes including appraisals after probation period, performance improvement plan (PIP) mid-year and end of year appraisals
  • Coordinate training and development initiatives for staff.
  • Assist in the administration of HR Policies, addressing staff grievances and in handling disciplinary issues
  • Maintain open lines of communication between staff and management.
  • Provide leadership to the health safety and committee and ensure compliance to health and safety requirements
  • Coordinate the staff welfare initiatives and all staff events e.g. welfare association, staff recognition award, staff retreats, team building and meetings, wellness activities, HR initiatives
  • Responsible for drafting, processing and records of all consultants and staff contracts
  • Manage employees benefits programs, including health insurance, and leave policies.
  • Arrange Email, ID card, Business Card and Billing submission within time frame.
  • Manages the filling system, ensure to maintain staff personal profile and all relevant HR documentation files are maintain completed, organized and secured with regular timely updates in folder.
  • Ensure timely submission of leave and timesheets for all staff.
  • Other duties as assigned

Required Qualifications

  • Bachelor’s degree in human resources development, or related field. Master’s degree or professional certifications (PHR, SPHR) will be preferred. 
  • A minimum of 5 years of relevant experience with a strong understanding of recruitment and HR operations.
  • Previous experience working with USAID funded projects will be preferred.
  • Proficient in computer applications, with a command of Microsoft Office.
  • Supervisory experience highly preferred
  • Good knowledge of labor laws
  • Good computer skills particularly use of Human Resources Information systems
  • Flexibility to adapt to changing circumstances and manage multiple priorities
  • Excellent organizational skills including the ability to handle a variety of assignments simultaneously.
  • Possess excellent interpersonal skills, integrity and demonstrated ability to handle professional situations with confidentiality and sensitivity.
  • High integrity and a strong sense of confidentiality.
  • Fluent in writing and speaking Arabic; proficient in writing and speaking English.
