Overview

 

The Human Papillomavirus (HPV) Vaccine Acceleration Program Partners Initiative (or HAPPI) Project was globally launched on January 2023. HAPPI is a consortium of international non-profit organizations. Aside from Jhpiego, this consortium also includes the Clinton Health Access Initiative (CHAI), John Snow, Inc. (JSI), International Vaccine Access Center (IVAC) at the Johns Hopkins University School of Public Health, and PATH (formerly Program for Appropriate Technology in Health). The Project aims to increase and sustain equity, program quality, and accelerate coverage of HPV vaccine to support the GAVI, the Vaccine Alliance’s goal of vaccinating 86 million girls and adolescents by 2025, and support the primary prevention goal of 90% HPV vaccination coverage of girls less than 15 years old found in the WHO Global Strategy for the Acceleration of Elimination of Cervical Cancer as a Public Health Problem by 2030, as well as the Immunization Agenda 2030.

 

We are looking for a “Monitoring and Data Management (MDM) Assistant” who will be contracted as a short-term technical assistant (STTA). He/She will assist the Monitoring, Evaluation, and Learning (MEaL) Officer in the implementation of the HAPPI Phase II Flex Learning Activities (FLEX LA).

Responsibilities

 

  1. Work closely with the Project Technical Advisor, the Monitoring, Evaluation, and Learning (MEaL) Officer, and other HAPPI Project staff, to ensure the quality of data collected and monitoring of implementation progress;
  2. Assist the MEaL Officer monitor key performance indicators using data collection and collation tools in line with the Project’s FLEX LA monitoring, evaluation, and learning plan;
  3. Collect data and other relevant information related to the implementation of HAPPI Phase II;
  4. Support and assist the MEaL Officer in the conduct of the data analysis of HPV vaccination program implementation and HPV vaccination coverage, HPV vaccine utilization, and other parameters, at various levels, including participating health facilities or public schools, if applicable;
  5. Assist the HAPPI Project team in the organization, storage, and management of the project database to ensure the accuracy of data gathered;
  6. Support and assist in the planning and identification of priorities and directions based on data collected and the successes, challenges, and gaps identified; and,
  7. Support the MEaL Officer in the preparation of periodic reports

Required Qualifications

  • A graduate with a bachelor’s degree in any of the following disciplines: statistics or biostatistics, demography, applied statistics or applied mathematics, data science, and analytics, information management, health informatics, economics, development studies, public administration, or another related course;
  • Equivalent professional experience in any of the following sectors: health, education, social welfare, economic and development planning, or other development sector, either at the national, subnational, or local government level, is preferred;
  • Minimum of at least two (2) years of experience working with teams of development agencies, non-government, or non-profit organizations involved in project monitoring, evaluation, and learning, and/or data management;
  • Good understanding of project monitoring, evaluation and learning cycle, data collection and management activities, approaches, and tools;
  • Work experience in health, implementation, or social science research or data collection and management will be an advantage;
  • Strong interpersonal and communication skills;
  • Ability to work under pressure, priorities, schedule, and balance workloads in the face of conflicting and uneven demands;
  • Proficiency in Microsoft Office software applications, e.g. Outlook, Word, Excel, PowerPoint, Access, etc.;
  • High proficiency in database management or statistical software (e.g. SPSS, GIS, etc.) is preferred;
  • Should be able to identify and solve problems that may arise during administrative and logistical processes;
  • Should have excellent attention to detail to ensure that all administrative and logistical tasks are complied with accurately and efficiently;
  • Should be able to manage multiple tasks at once and prioritize tasks based on urgency and importance;
  • Experience in report writing and good communication skills; and,
  • Excellent oral and written communication skills in English and Filipino.
