Overview

The Digital Health Officer is responsible for overseeing the development and implementation of   electronic client systems, mobile applications and other digital tools at the Jhpiego Botswana office. This multifaceted role demands a service-oriented and organized individual who can effectively interact with a diverse range of end-users and technical staff. The officer must prioritize tasks efficiently identifying areas of improvement and optimizing workflows

Responsibilities

  • Implement and manage digital health tools and applications.
  • Support the integration of technology solutions in program activities.
  • Ensure the alignment of digital initiatives with IT infrastructure.
  • Collaborate with health program teams to define technology needs and solutions.

User and Client System Support

  • Provide technical and programmatic support to end-users on computer and digital health applications.
  • Maintain system and configuration change documentation. 

Compliance & Training

  • Ensure user compliance with Global IT policies, Procedures, and digital health privacy standards.
  • Provide training to staff on digital health systems and applications. 

Leadership and Training Skills

  • Provide training and capacity building opportunities for MOH staff and other relevant stakeholders in digital health when needed.
  • Empower local healthcare professionals with the knowledge and skills necessary to effectively implement and manage digital health solutions.
  • Establish mechanisms for monitoring and evaluating the impact and effectiveness of digital health activities within the project.
  • Ensure that all digital health activities adhere to data security and privacy regulations and best practices.
  • Prepare regular progress reports on the progress of digital health initiatives, highlighting achievements, challenges, and recommendations.

Administration

  • Ensure user compliance with digital health privacy standards.
  • Provide training to staff on digital health systems and applications.

Other

  • Other duties as necessary and as assigned.

Required Qualifications

  • A bachelor’s degree in computer science, Information Technology, Health Informatics, or a related field.
  • Minimum 6 to 7 years’ experience in developing and deploying machine learning models using programming languages such as Python, R, or Java.
  • Experience with machine learning frameworks and libraries such as TensorFlow, Keras, PyTorch, or scikit-learn.
  • Familiarity with data preprocessing techniques and tools.
  • Understanding of algorithms, data structures, and model evaluation metrics
  • Extensive experience with the hardware and software of desktops, laptops, and mobile devices including support for Microsoft Windows, Microsoft Office, and Adobe Acrobat.
  • Practical experience in health information and disease surveillance systems, interoperability, and international standards; open global health information system software such as, but not limited to, DHIS2, Red Cap, GIS, Open MRS and iHRIS. Data visualization tools such as Tableau, Power BI and others.
  • Developed troubleshooting skills and the ability to communicate technical information to non-technical audiences.
  • Strong organizational skills, capable of handling multiple tasks and working under pressure.
  • Excellent team-working capabilities, proactive attitude, and strong interpersonal and communication skills.
