Overview

Jhpiego is an international, non-profit health organization affiliated with the Johns Hopkins University. Jhpiego develops innovations to enhance the capacity of health care workers, strengthening health systems and improve delivery of care towards improving the health and well-being. Jhpiego has been collaborating with the Government of Malawi and various partners in implementing a wide-range of interventions in maternal, newborn and child health, family planning, HIV/AIDS prevention and care and treatment, since 1999. 

 

Jhpiego seeks to recruit a highly motivated Compliance Officer to be based in Lilongwe. He/she will provide a full range of financial, compliance, and operational audits for Jhpiego operations. This position will work closely with senior management, finance, administration and human resources staff to ensure compliance with Jhpiego and donor regulations. He/she will report to the Senior Director, Compliance, Accounting and Finance, with dotted line to the Country Director.

 

Responsibilities

  • Conduct regular audits and risk assessments to ensure effectiveness and efficiency of operations, compliance with policies, procedures, statutory laws and the industry best practices; and provide recommendations and advice on improvements to Jhpiego’s systems and procedures.
  • Work with the Country Director, Senior Director, Compliance, Finance and Accounting and other Jhpiego senior staff member to ensure that internal control processes and systems are adequate to minimize risks.
  • Through technical assistance and spot-checking, verify that country programs comply with donor rules and regulations, applicable organizational policies and pertinent U.S. and host country laws.
  • Perform and document monitoring visits to sub recipients; and work with senior management and sub grantees to implement improvements, if required.
  • Determine Jhpiego Malawi’s strategic risks and make recommendations on how these should be managed.
  • Serve as a member on one or more of Jhpiego’s Internal Compliance Reviews teams, as needed
  • Minimize fraud through active monitoring and close review on country offices practices and procedures and participate in development of new internal control initiatives.
  • Update and report on the status of the implementation of internal compliance recommendations on a regular basis.
  • Develop an annual internal audit plan for the Malawi office with Senior Director, Compliance, Finance and Accounting and Country Director, and prioritize plan based on risks identified.
  • Lead/conduct special investigations and analytical projects.
  • Develop and maintain Jhpiego’s program for monitoring and oversight of sub-recipients.
  • Develop a list of best practices for implementing and improving internal controls and orient and train staff on best practices.
  • Immediately report gross misconduct or suspected fraudulent activities to Jhpiego’s Country Director.
  • Any other special projects as assigned by the Country Director

New Program Development

  • Identify strategic opportunities for the project and potential areas for expansion of existing projects in Jhpiego’s portfolios and make recommendations to pursue these opportunities;
  • Facilitate the development of innovative project approaches and interventions;
  • Support the development/review of strategies, including technical direction for achieving program goals as well as management effectiveness.

Required Qualifications

  • A Bachelors of Commerce degree in Accounting or Finance. Master’s Degree preferred
  • Qualified accountant with ACCA or equivalent. CIA and/or CISA qualification will be an added advantage
  • A minimum of 5 years’ experience as auditor in an audit firm and experience in auditing NGOs
  • Good understanding of internal audit including international trends and best practices
  • Experience working on USAID and other donor-funded projects in developing countries with a NGO or grant related entity
  • Demonstrate proficiency in IT particularly computer assisted audit techniques.
  • Willingness to travel
  • Ability to present information effectively to senior management and project managers
  • Knowledge of international and USG donor agencies and private sector foundations
  • Experience in planning, developing and implementing the program budget, to ensure cost effectiveness
  • Experience in Finance policy/SOP writing
  • Strong management skills with ability to train, mentor and supervise staff
  • Exceptional presentation and customer relationship skills including strong written and verbal communication skills.
  • Excellent analytical skills.
  • Extensive Knowledge and experience in proficiently handling donor funded projects
  • Understanding of USAID rules and regulations
  • Excellent interpersonal skills and ability to deal with staff at all levels
  • Tax Knowledge - In depth knowledge of Malawi income tax regulations
