Overview

The Project Director will support an anticipated five-year, global USAID-funded health system strengthening project that will accelerate country efforts to achieve sustainable, equitable, and resilient health systems through locally-led, evidence-driven, and context-specific approaches to Health System Strengthening (HSS). The primary goals of the project are to advance primary health care (PHC), accelerate progress toward universal health coverage (UHC), and improve health outcomes.  The position will be responsible for achieving the key result areas of the project that include equitable and increased access to and use of quality health services that are responsive to population health needs; strengthened leadership and governance, and management to improve health system performance; and improved HSS learning and data and evidence generation, synthesis and utilization to strengthen health system policies and practice.

 

The Project Director will have overall responsibility for coordination of project activities, partners and staff. They will possess both deep applied experience in integrated HSS programs operating at country and headquarters levels and demonstrated abilities in leadership, strategic thinking, development of effective teams, and change management. They will provide strategic direction and management for the project and will proactively engage a broad range of donors and implementers in advancing integrated HSS programming globally. They will have principal responsibility for representation of the project to USAID and will cultivate open and collaborative management relationships with the project management team at USAID Washington and with USAID Mission activity managers.

 

This position is contingent upon award and annual funding from USAID.

Responsibilities

Responsibilities:

  • Provide strategic direction, leadership and oversight for the project, with a focus on evidence-based approaches, strong regional and local partnerships and collaboration, and strong operations.
  • Provide multi-country leadership, and guidance to set priorities and strategic direction for the project, working jointly with USAID and key country stakeholders and project partners.
  • Ensure programmatic and financial integrity of the project, to achieve rapid and sustained goals, objectives and targets.
  • Oversee project work planning, performance management, results reporting and strategic communications
  • Ensure execution of the project’s results, workplans and technical approaches, while fostering innovation in the program.
  • Ensure technical, program and operational excellence and compliance to funder rules and regulations.
  • Provide thought leadership to help achieve project results and showcase them through relevant fora and platforms.
  • Leverage partnerships to achieve goals and identify opportunities for collaboration and advancing learning.
  • Engage with all partners in the consortium and beyond to be responsive to country and global needs.
  • Manages and oversees a diverse team and partnership of technical, operational and management experts that will help achieve the goals of the project.
  • Ensure that the project activities are meeting client and stakeholder expectations and that project results are proactively disseminated, and learnings are shared and incorporated to continuously improve.
  • Develop and maintain excellent and strong working relationships with USAID, relevant Ministries of Health, private sector partners and other key stakeholders in target countries to maximize resources and avoid duplication of effort
  • Oversee the quality, preparation, and timely submission of project reports to donor
  • Identify issues and risks related to project implementation in a timely manner and make appropriate program adjustments.
  • Oversee project work planning, performance management, and strategic communications
  • Represent Jhpiego and the project’s progress, achievements and lessons learned to donors, other key stakeholders, and through meetings, conferences, and presentations
  • Contribute to Mission buy-in and/or country selection processes in collaboration with USAID, Ministries of Health, and the project team throughout the focus countries
  • Lead the work planning process in close collaboration with USAID, Ministries of Health, key stakeholders, and the project team (both global and in-country)
  • Document successes, lessons learned and challenges in implementation as well as reports of project activities and results to the project and donor, including routine quarterly and annual reports and other reporting requirements as requested
  • Author/co-author abstracts, presentations, and articles for journals and conferences
  • Lead strategy and engagement with local implementing partners to build their capacity and to ensure sustainability
  • Manage technical contributions of potential subgrantees/subcontractors, including defining scopes of work

Required Qualifications

Required Qualifications:

  • Advanced degree in public health, international development, or a related field,
  • 10 years’ experience in increasingly senior-level management positions and in leading large (>$100 million dollars) and complex (at least two health and development technical areas) portfolios that have a strong focus on applied HSS;
  • Previous experience serving as COP/project director or DCOP or senior level management
  • A demonstrated record and experience of leadership in successful design and management of HSS programs in low- and middle-income countries (LMICs), including experience leading projects and partner consortia across a range of contexts
  • Demonstrated experience interacting with U.S. government agencies, including overseas offices.
  • Demonstrated ability and experience to effectively engage with government counterparts and local communities, and build donor and multilateral relationships
  • Demonstrated experience and knowledge in establishing project systems and overseeing project start-up and close-out
  • Demonstrated experience of outstanding leadership, strategic thinking, organizational, team-building, and representational skills
  • Proven track record and experience managing  complex partnerships and multi sectoral teams
  • Excellent diplomacy skills and a proven ability to establish and maintain interpersonal and professional relationships with USAID Bureau of Health Systems, USAID missions, host-country counterparts and representatives from other key stakeholders such as NGOs, CSOs, and the private sector
  • Excellent verbal, written, interpersonal, and presentation skills in English
  • Proficiency in Microsoft Office
  • Ability to travel internationally to project sites
