Overview

USAID’s Momentum Country and Global Leadership (MCGL) award is a five-year USAID funded global award, that works in tandem with country governments and local nongovernmental organizations to provide targeted technical and capacity development assistance, and contribute to the global technical leadership and policy dialogue on improving measurable outcomes for maternal, reproductive, newborn and child health, and voluntary family planning. MCGL seeks a Chief of Party (COP) to provide vision, leadership and direction to ensure the strategic, programmatic, technical, and financial integrity for an upcoming USAID family planning program in Jordan. The MCGL Jordan program will provide support to the USAID/Jordan bilateral Partnership for Health in Family Planning (PHFP) program to promotion and provision of quality family planning services to the population of Jordan.  

 

The position will operate under the leadership of the Chief of Party and MCGL’s senior management team, and will oversee management of finance and administrative functions for the MCGL Joran Project. This includes implementing and maintaining financial, accounting, and administrative systems as required.  Ensuring the integrity and effective performance of office’s financial and administrative operations.  The F&A Manager works closely with Finance and Operations Director, Technical Director, programs teams, finance team, and others to ensure accurate operational, financial, contractual, and administrative reporting to the management team and to agencies external to the project.

Responsibilities

  • Provide guidance to country and Home Office leadership teams regarding the financial requirements of the project and project operations.
  • Prepare accurate budgets, track expenses, ensure that required financial controls and cost-performance monitoring mechanisms are in place and adhered to, prevent over or under expenditure of budgets.
  • Ensure proper safeguards of funds and ensure compliance with established USG and headquarters’ financial, accounting and administrative procedures.
  • Review, reconcile and monitor all project accounts, including operating accounts and petty cash operations involving cash advances.
  • Determine updated monthly project accruals and projections to support forecasting accuracy and program completion, as required.
  • Provide guidance, monitoring and support to project team, including procurement for goods and services, logistical support for local and international travel for staff and consultants, financial oversight of local sub-grantees (as needed) and maintenance of office inventory
  • Provide guidance and support for contracts development and management
  • Maintain and administer project financial accounting system.
  • Prepare the monthly financial reports and analysis by using adapted finance software (QuickBooks).
  • Use various software applications such as spreadsheets, relational databases, statistical packages, and graphic packages to assemble, manipulate, and format data and/or reports.
  • Implement and oversee a detailed financial reporting and reimbursement process in accordance with Jhpiego's established financial system and donor requirements
  • Make in-country budget adjustments and other cost improvement measures, as required.
  • Collaborate with country leadership to assist program staff in developing work plans and annual budgets for program activities and local office costs.
  • Review and administer sub-agreements, monitor grants payments and the compliance to award terms and conditions
  • Ensure that donor resources are appropriately directed to program priorities and are in line with program work plans.
  • Service as the primary project liaison with the DC and Baltimore office teams for finance and administrative areas and provide regular updates, and escalate issues that require follow up support.
  • Represent Jhpiego and the project at donor and key stakeholder meetings.
  • Support internal compliance reviews and external audit processes involving project transactions.
  • Create systems and structures for operational and administrative management of project, working closely with HR, Finance and Procurement.
  • Ensure proper safeguards of funds and ensure compliance with established USG and headquarters’ financial, accounting and administrative procedures.
  • Conduct financial monitoring visits to enhance project management support, train on respective donors’ rules and regulations and provide financial review feedback.
  • Develop, maintain, update and institute standard operating procedures to guide the work of project staff in line with Jhpiego and donor policies and practices.
  • Monitor inventory of office supplies and the purchasing of new material with attention to budgetary constraints
  • Conduct periodic reviews and internal inspections on procurement processes, inventory, financial management, and reporting.
  • Review and create manuals and templates for operations, procurement, HR, and security, compliance, and others to ensure meeting the donor regulations, organizational procedures, a
  • Creating the project schedule of authority and segregation of duties spreadsheets to make sure that transparency is met in our transactions.
  • Serve as a resource for non-finance staff on USG, JHU and Jhpiego rules and policy
  • Oversee all financial planning, budgeting and reporting for the project.

Required Qualifications

  • Master’s degree in Business Administration, Finance, Accounting or other relevant field to the position requirements.
  • At least eight years of experience in financial management for large complex projects, of which at least five years were working in the field of international development.
  • Demonstrated experience in administrative and financial management of international programs larger than US $5 million per year
  • Demonstrated experience and knowledge in establishing project systems and overseeing project start-up and close-out.
  • Seven or more years of senior-level work experience with USAID
  • Knowledge of USG cost principles, including USAID regulations, GAAP accounting rules and contract management
  • Expert knowledge proficiency in the use of financial software applications (QuickBooks), databases, spreadsheets, and/or word processing. Packages include: Microsoft Outlook, Access, Excel and Word.
  • Ability to work in a complex environment with multiple tasks, short deadlines and intense pressure to perform.
  • Experience hiring and supervising personnel and ensuring they acquire the necessary training and skills to meet evolving project needs.
  • In-depth knowledge of USAID regulations, compliance and reporting requirements
  • Excellent verbal, written interpersonal and presentation skills in English
  • Ability to work in a complex environment with multiple tasks, short deadlines, and intense pressure to perform.
  • Excellent attention to detail

Preferred Qualifications

  • 10+ Years experience in operational/finance role in international funded project
