Overview

Overview:

The Senior Mobiliser is required to implement a successful community social mobilisation strategy for Voluntary Medical Male Circumcision (VMMC) within PEPFAR and DoH community HIV programs.

Responsibilities

Supporting VMMC demand generation strategy

  • Plan and coordinate VMMC mobilisation activities in allocated area.
  • Work with relevant stakeholders to organise successful VMMC activities e.g. camps, campaigns, outreaches and mobile services.
  • Provide social mobilisers with relevant IEC materials, stationary and other resources to facilitate and improve performance.
  • Mobilisation of VMMC clients.
  • Work with social mobilisers to identify innovative mobilisation strategies that will enable adult men to seek VMMC services.
  • Participate in meetings and planning with local social mobilisation partners.
  • Assist counsellors and mobilisers of local CBOs/FBOs partnering with Jhpiego with VMMC mobilisation strategies.
  • Ensure and facilitate that Jhpiego social mobilisers partner and participate to activities of local municipality, traditional, religious and youth sectors.

Support and management of social mobilisers

  • Deploy social mobilisers to relevant areas, zones and facilities to ensure proper coverage of your allocated geographic area including male dominated areas e.g. work places, hostels, tertiary.
  • Participation in local demand creation meetings and workshops with mobilisers (to include any partner mobilisers as well allocated to your area of supervision).
  • Monitor and assist social mobilisers to achieve monthly targets as planned.
  • To ensure performance management process is implemented with all social mobilisers.
  • Provide social mobilisers with relevant M&E material e.g. daily reporting forms, monthly report, referral and claim forms/registers.
  • Facilitate completion of daily and monthly forms by mobilisers and complete monthly performance report and submit accordingly.
  • Work with clinical team leader/coordinator to plan outreaches, camps and mobile services informed by number of clients mobilised.
  • Support mobilisers with printed materials to facilitate community engagements e.g. consent forms, VMMC basic facts information, pamphlets, contact cards etc.
  • Provide social mobilisers with relevant working materials like uniforms, caps, umbrellas, PPE etc.
  • Organise transportation of social mobilisers where necessary to access strategic areas like taxi ranks, malls, community gatherings and attending to presentation appointments.
  • Perform any other duties as assigned by the VMMC Demand Generation Officer/Other Supervisor.

 

Recruitment of potential VMMC clients in the community

  • Conduct community-based small group and one-on-one education sessions about VMMC with the goal of identifying interested clients.
  • Facilitate community events on VMMC and other HIV prevention activities.
  • Conduct outreach activities including door to door visits, and events at taxi ranks, youth clubs, malls etc.
  • Identify and work with local key influencers in the allocated area/s to generate demand for VMMC i.e. traditional leaders, soccer coaches, SRC leaders, community radio and radio Djs, community newspapers etc.
  • Promote and create visibility of VMMC services in the area through traditional and innovative strategies i.e. distribute pamphlets and posters and arrange VMMC workshops with community stakeholders, use of community radio, testimonial videos etc.
  • Impart accurate knowledge to clients and their influencers on HIV preventative options that include medical male circumcision to help ensure that potential clients can make an informed decision about VMMC.
  • To respond to questions from on HIV/AIDS and VMMC appropriately.
  • Engage potential patients professionally in order to establish consistent male health reproductive health and prevention messages.
  • Record the client names, contact details, VMMC confirmation and other relevant details on the booking forms provided.
  • To achieve and recruit VMMC clients according to the target allocated each month.
  • To look after any materials and resources provided by Jhpiego to support mobilisation efforts.
  • Ensure the provision of adequately signed informed consent forms for males who are minors (15 – 17) before they undergo VMMC.
  • Coordinate and arrange transportation for clients who need to be transported to and from the relevant health facilities for VMMC uptake.
  • Must adhere to all Jhpiego Demand Creation standard operating procedures and general company policies.

Reporting & M&E

  • To complete and meet all daily, weekly, monthly and quarterly reporting requirements.
  • Ensure data is captured on the Demand Generation App and any other reporting platforms using allocated resources i.e. daily reporting form and tablets or any other tools.
  • Ensure monitoring and use of demand generation data to inform decision making.
  • Ensure accurate recording of client details, name, address (full contact details)
  • Communicate the number of clients for VMMC at least a day prior to the procedure date set.
  • Provide daily/weekly reports to the supervisor on number of potential and confirmed clients recorded.
  • To ensure clients are confirmed and arrive at site for VMMC.
  • Provide weekly reports to supervisor on your performance against targets
  • Must attend work related meetings and forums.
  • Must verify numbers of clients circumcised, seek relevant signatures for further verifications and approvals, complete and send monthly claims to supervisor.
  • Ensure that all pre-claim documentation is in order before signing and submitting claims to supervisor.

Required Qualifications

  • Matric
  • Certificate in HIV & AIDS/health education, management/administration/Certificate in health/social related qualification
  • 2 years’ community experience in education and training
  • Organising community activities e.g. Campaigns, activations
  • Ability to work independently, under pressure and efficiently
  • Proficiency in local languages
  • Understanding of areas where Jhpiego operates
  • Sound interpersonal skills and must be able to engage with VMMC stakeholders,
  • Community, traditional and political leaders
  • Good communication skills (verbal and written)

  • Valid driver’s license
