Service Delivery Team Lead

The Service Delivery (SD) Team Lead will provide technical and strategic leadership for a five-year CDC-funded Community- and Facility-based HIV and TB care and treatment project in Namibia. The SD Team Lead will oversee technical assistance on comprehensive HIV and TB prevention, testing and treatment to the Ministry of Health, as well as capacity building support to local organizations. The SD Team Lead will oversee the rapid scale-up and maintenance of critical HIV/TB service delivery measures, including high yield HIV case identification, linkage and retention on treatment and VLS, with special attention to hard-to-reach populations. The SD Team lead will work closely with district teams to ensure that evidence-based approaches are effectively implemented, monitored and adapted based on timely and high-quality data. The SD Team lead will contribute to the drafting of annual work plans, quarterly and annual reports, building team capacity, and monitoring and evaluation.

The project will operate over a five-year period. This position is contingent upon award from CDC.

Leadership

• Support the Principal Investigator to ensure excellentimplementation of project activities to achieve project goals, objectives and targets
• Contribute technical leadership to the development of activities for the project strategic plan, work plan, and project monitoring, in close collaboration with the Ministry of Health, CDC and multi-stakeholder forums
• Identify appropriate HTS (i.e. index testing, HIV self-testing), prevention and linkage strategies at all levels (i.e. community, facility, district) to address service delivery systems bottlenecks that act as an impediment to effective and efficient service delivery
• Lead quality implementation of PEPFAR minimum program requirements in-regards to HIV continuum of care including targeted HTS & linkage, same day ART initiation, differentiated service delivery approaches, TLD transition & optimized pediatric regimens, advance HIV disease, viral load monitoring, KP/PP friendly services, and community-based initiation and distribution of ARVs, including MMD
• Lead design and implementation of strategies to support treatment continuation for priority populations, including pregnant and breastfeeding women, men and children, meeting their needs
• Work with Monitoring and Evaluation/ Strategic Information (SI) staff to develop SI frameworks and use regularly data to guide program implementation, course correction and effectively track data/results 
• Coordinate assessments, site strengthening, follow-up and supervision, advocacy, demand creation, policy support, capacity-building and SI across program sites as required by program activities 
• Provide technical oversight and guidance for hot-spot mapping for HIV testing and contact tracing, same-day onsite ART initiation for those testing HIV positive, and timely PrEP initiation and/or linkages to VMMC for eligible for eligible negative clients
• Ensure timely implementation of all project inputs related to community HIV prevention, testing, and linkages to treatment, in close coordination and collaboration with CDC and Ministry of Health
• Facilitate capacity building of MOHSS at district level to ensure provision of high quality HTS services in the country that ensure HIV+ clients are initiated on care and treatment; support district staff to develop and use maps for tracking project service delivery and outcomes
• Contribute in the oversight of data collection, analysis and development of conclusions and recommendations to further strengthen project implementation
• Ensure compliance with CDC operational policies and regulations

Management

• Identify training needs and assist in the design and implementation of measures to address those needs
• Provide mentoring and capacity building at the national and district health management level in HTS (including index testing and HIV Self Testing), prevention and linkages
• Supervise technical staff
• Work closely with the PI on setting program priorities and directions, and responding to requests for support from local counterparts

• Advanced degree in public health, health administration, international health or a related field; Nurse or MD preferred.
• At least 7 years' experience in design and implementation in donor funded health sector development projects (over $5M per year) that have implemented successful activities in HIV prevention, testing, care and treatment, preferably in Southern Africa
• 3+years of experience in differentiated testing and prevention approaches targeting priority populations and/or introducing new and innovating models for improved testing and linkages to treatment
• Experience working closely with national HIV/AIDS control programs and regional/district health authorities
• Experience training health workers on aspects related to index testing, HIV Self-testing, PrEP, Family Planning
• Understanding of the Namibia social and political context, and developments in the health sector
• Excellent diplomacy skills and a proven ability to establish and sustain interpersonal and professional relationships with CDC missions, host-country counterparts and representatives from other key stakeholders such as NGOs, PVOs, the private sector and other donors.
• In-depth knowledge of CDC projects, regulations, compliance and reporting
• Demonstrated outstanding leadership, strategic thinking, organizational, team-building and representational skills.
• Training or clinical background in HIV prevention, care and treatment, TB, and health systems strengthening
• Expertise in research to practice—identifying best practices and adapting them to project realities
• Fluent in written and spoken English
• Excellent oral and written communications skills
• Ability to travel nationally and internationally

• Experience living and working in Namibia preferred
• Familiarity with CDC or other USG administrative, management and reporting procedures and systems preferred
