Project Director/Principal Investigator

The Principal Investigator will hold ultimate accountability for project performance, providing vision, overall technical and programmatic leadership, and managerial oversight for this comprehensive HIV response for epidemic control, including well-designed, targeted, evidence-based and high-quality interventions for treatment, prevention, HIV Testing Services (HTS), TB/HIV integration, and care and support for PLHIV. The Principal Investigator ensures timely and cost-effective implementation and reporting, as well as the strategic, programmatic, technical and financial integrity, of the project. The Principal Investigator develops, maintains, strengthens and expands a collaborative approach with the donor, the MOHSS and other key in-country counterparts and stakeholders, focusing on cost-effective and compliant project implementation and capacity-building of our local partners. The Principal Investigator is responsible for achieving the planned results set out for the project, as well as project deliverables and reporting, and serves as the primary point of contact with the donor, local Namibian counterparts and partner institutions. 

The project will operate over a five-year period. This position is contingent upon award from CDC.

Leadership

• Provides leadership and strategic direction to ensure programmatic and financial integrity of the project and to achieve rapid and sustained project goals, objectives and targets.
• Ensures that program is technically sound, evidence-based and responsive to the needs of Namibia, its people and the donor.
• In coordination with the Service Delivery Lead, Quality Management lead, Strategic Information Lead, and Business Official/Finance and Administration Director, formulates and implements innovative approaches to scale-up project interventions, site strengthening initiatives, follow up and supervision with a focus on service linkages, advocacy, policy support, capacity-building and M&E and data use across project sites to strengthen outputs and outcomes.
• Ensures compliance with the program agreement results and oversight of program activities to achieve the stated objectives.
• Develops and maintains strong working relationships and alliances with donor, MOHSS, as well as any other implementation partners, private sector partners and other key stakeholders in Namibia to maximize resources and avoid duplication of efforts.
• Advises Namibian counterparts on technical issues and participates in relevant technical advisory groups with counterparts and partner institutions.
• In collaboration with the Technical Team Leads, coordinates human, material and financial resources to ensure successful project implementation.
• Mentors, supports, supervises and manages a team of highly qualified technical, managerial and administrative staff and aligns their efforts in concert with project goals.

Management

• Leads the annual work planning process in close collaboration with donor, MOHSS and project team.
• Provides guidance, in collaboration with key staff specialists, to subgrantees and coordinate activities with other agencies.
• Writes and/or reviews technical components of materials and publications related to the project and its development.
• Ensures resources for program implementation are available.
• Works with finance and project staff to develop and track project budgets.
• Works closely with Jhpiego home office staff to ensure effective, timely and coordinated project implementation.
• Ensures compliance with local, US Government, PEPFAR and Jhpiego operational policies and regulations.
• Ensures compliance with US Government and PEPFAR reporting requirements.
• Provides updates on the progress made, direction, approaches, and successes of the program to donor, partners and internally within Jhpiego

• Advanced degree in public health, health administration, international health or a related field
• Previous experience serving as project director for PEPFAR-funded programs
• At least 10 years' experience successfully managing large, multi-partner, multi-year international health sector development projects that have implemented successful activities with a focus on key and priority populations, differentiated service delivery and HIV treatment
• Demonstrated experience and knowledge in establishing project systems and overseeing project start-up and close-out
• Previous experience working in Namibia with intimate understanding of local health system and gaps and opportunities, particularly in treatment, and solid relationships at government agencies.
• Experience hiring and supervising personnel and ensuring they acquire the necessary training and skills to meet evolving project needs
• Excellent diplomacy skills and a proven ability to establish and maintain interpersonal and professional relationships with CDC, host-country counterparts and representatives from other key stakeholders such as NGOs, civil society organizations, and the private sector
• In-depth knowledge of CDC projects, regulations, compliance and reporting requirements
• Demonstrated outstanding leadership, strategic thinking, organizational, team-building, and representational skills
• Expertise in applying research to practice—identifying and adapting best practices to specific project contexts
• Excellent skills in facilitation, team building, and coordination
• Excellent verbal, written interpersonal and presentation skills in English
• Ability to coach, mentor and develop technical capacity in regional and national projects and technical staff
• Proficiency in word processing and Microsoft Office applications
• Ability to travel nationally and internationally as needed
