The Project Director will provide overall vision, leadership and programmatic and managerial oversight for a CDC-funded HIV Testing Services for Men and Key Populations Project in Malawi. The Project Director will ensure that project implementation strategies, interventions and approaches are delivered to the required standard and in accordance with the latest evidence, best practices, and national and international guidelines, and are compliant with PEPFAR and CDC guidelines. The Project Director will be the primary point of contact and manage all relationships with CDC/Malawi, Government counterparts, PEPFAR implementing partners and other stakeholders. The Project Director will work closely with the MOH/HIV & AIDS Department, other relevant ministries and partners to streamline efforts and ensure a coordinated effort in provision of quality HTS services. The Project Director will lead and mentor a team of highly qualified staff and sub-partners, ensuring high levels of performance across all areas and fostering a culture of critical strategic thinking. This position is contingent upon award by the donor. Malawi nationals are strongly encouraged to apply. 



  • Provide leadership and strategic direction to ensure programmatic and financial integrity of the project and to achieve rapid and sustained project goals, objectives and targets 
  • Ensure high-quality program implementation that is consistent with Malawi’s national health guidelines, protocols and standards, including Malawi’s national strategies to meet 95-95-95 targets. 
  • Ensure all implementation districts have focused and targeted implementation plans, with the appropriate staffing complement to meet district level targets; provide strategic leadership and direction and management of district teams so they are able to achieve daily, weekly and quarterly project targets, whilst driving innovative approaches for a highly targeted approach to HTS; ensure linkage to and adherence in HIV care and treatment, and use a data driven approach to problem solve, strategize and focus interventions.
  • Develop and maintain strong working relationships and alliances with the Ministry of Health (HIV & AIDS Department), CDC, as well as other USG implementing partners, private sector partners and other key stakeholders to maximize resources, coordinate activities and avoid duplication of effort. 
  • Work with finance and project staff to develop and track project budgets and provide oversight on core funding agreements. 
  • Ensure the quality of interventions.  
  • Facilitate the development of innovative project approaches and interventions. 
  • Ensure the sustainability of interventions particularly in the area of capacity building. 
  • Advise national counterparts on technical issues and participate in relevant technical working groups with counterparts and other implementing partners.  
  • Provide program leadership and strategic direction to ensure the program’s technical and financial integrity are guaranteed and to achieve program goals, objectives and targets. 
  • Work collaboratively with other program team members to ensure necessary program planning, development, resource availability and management activities function smoothly and efficiently. 
  • Foster a culture of use of data for decision making, and critical analysis of data to modify or scale up implementation approaches and modalities; ensure its application across all project interventions
  • Lead annual work planning and budgeting process, in close collaboration with CDC, the Ministry of Health, respective District Health Management Teams, project team and project partners. 
  • Collaborate with the other program team members to oversee program activities, ensure timely implementation and timely, accurate reporting to donors, MOH and others as necessary. 
  • Supervise and manage a team of highly qualified staff and align their efforts in to ensure rapid and sustainable results. 
  • Provide updates on the progress made, direction, approaches and successes of the program to donor, MOH and partners and internally within Jhpiego. 
  • Actively participate in all relevant Technical Working Group Meetings, and represent the project and Jhpiego in professional forums participating and presenting in pertinent meetings and conferences, professional circles through networking, meetings, conferences, and presentations
  • Work with M&E staff to develop M&E frameworks and effectively track data/results. 
  • Ensure compliance with CDC operational policies and regulations. 
  • Manage and build capacity of sub grantee partners. 


Required Qualifications

  • Clinical and/or management master’s degree in public health, health administration or a related field; or equivalent experience. 
  • Proven track record of leading and managing medium (more than US$1 million per year) USG-supported public health programs and budgets in developing countries; HTS projects preferred. 
  • Minimum of 10 years of work experience in health programming (design, implementation, monitor, reporting and financial management), including a minimum of 5 years in senior management  
  • Experience designing and managing HIV/AIDS testing, prevention and/or care and treatment programs, preferably with key populations. 
  • Experience of supervising, supporting and coaching staff in all aspects related to HIV prevention, care and treatment;
  • Demonstrated in-depth understanding of Malawi’s healthcare systems and solid experience of working in Malawi and understanding of the country context in particular within the HIV programming context;
  • Sensitive to issues working with marginalized groups within the Malawi context;
  • Proven track record directing, motivating and managing a project team composed of technical experts and administrative staff. 
  • Ability to build capacity and collaboration between governmental and non-governmental partners and other project implementers. 
  • Understanding of CDC, USG and PEPFAR donor’s regulations and compliance, reporting requirements, and health strategic framework. 
  • Ability to ensure adherence to applicable laws and regulations.
