Overview

Sr. Portfolio Manager (SPTM) needed to provide leadership, management and strategic oversight to middle income country programs.  This includes working in close collaboration with the Sr. Directors for Global Program Operations (GPO), Sr. Finance Managers, and other key departments across Jhpiego and developing and supporting process improvements throughout GPO and the organization.  SPTM will provide leadership and mentoring to a Portfolio team and global projects (as needed) including ensuring that good project management practices and tools are being used to stay on scope, schedule, budget,  support successful project start-up and close out and monitor and advise on staffing levels and performance of teams.  SPTM will also track and escalate potential risks in the countries, ensure project successes and reputational success for Jhpiego, support new program development efforts including liaising with donors and stakeholders and providing ad-hoc support to countries as requested/needed by CD/Sr. Director and VP, GPO. 

 

Responsibilities

 

Program Management/Operations

  • ensure programs are implemented effectively and efficiently, results are captured and shared, and robust KM efforts occur amongst countries.
  • Lead, supervise and mentor teams of SPOs, POs and SPC and ensure HQ team is operating as an effective and successful unit.
  • Supervise and/or work closely with Country Program Managers and Country Directors to ensure successful implementation and trouble-shooting (as needed) for country operations.
  • Innovate system improvements for operations and program management across the organization, and innovate processes to ensure continuous improvement and program quality.
  • Provide support to assigned country/global project in all aspects of program management and operations (including workplans, reports, financial management), troubleshoot problems to find solutions, and mentor supervisees to ensure the same.
  • Provide leadership and work across Jhpiego departments (programs, finance, technical, GHR, etc.) and country teams to regularly review program performance against targets and expected results, and support teams to take action as needed – for countries support as well those his/her team supports.
  • Lead and ensure sound start-up and close-out processes are in place within Portfolio, tracking progress and ensuring adherence to al donor and Jhpiego requirements, and starting up new country offices/projects as needed.
  • Liaise with donors and external partners, ensuring strong communication and collaboration between Jhpiego, donor agencies, and other key implementers.
  • Collaborate closely with Sr. Directors and Project Directors to ensure smooth functioning of global/multi-country awards in Portfolio, including strong processes in place for implementation, KM, and collaboration across relevant countries/departments.

IMPLEMENTATION & CONTROLS

  • Provide leadership and work proactively to address technical, finance and operations issues with the Sr. Finance Manager and other departments within Jhpiego, including GHR and security
  • Work closely with other departments to identify and troubleshoot challenges and develop effective solutions to address country specific needs
  • Lead Portfolio team to track and manage project standards and achievements
  • Analyze and escalate quality concerns in cluster of countries (technical, project management, financial management, compliance)
  • Lead and support knowledge management efforts within GPO and across the organization, including taking leadership and ownership of internal team processes and communications

 New Program Development (NPD):

  • Provide leadership on behalf of GPO for new program development within the Portfolio (in collaboration with the NPD Portfolio lead and country leadership), including leads development and analysis
  • Lead development of Portfolio strategy for new program development
  • Serve as program lead or design lead for multi-country opportunities, in country that backstop and countries as needed including for country supported
  • Mentor other program officers in NPD efforts
  • Serve as proposal writer for the Portfolio as needed
  • Conduct reviews for proposals as needed
  • Conduct and coordinate budget reviews for proposals in coordination with the Finance Manager

Jhpiego-Wide:

  • Provide leadership and initiative in developing and implementing Jhpiego-wide initiatives
  • Work with Country Directors/Country Program Managers to ensure country staff receive needed support and mentoring, and are well linked with Jhpiego home office.
  • Serve as trainer on project management and other initiatives
  • Keep GPO senior management up to date on issues and achievement
  • Undertake Portfolio-specific duties such as: coordinate general funds requests; coordinate completion of monthly leadership team reports; develop systems to improve program management; participate in meetings with other departments to troubleshoot problems; and track and manage LOE needs for the cluster of countries
  • Backstop Sr. Directors as needed
  • Mentor Program Officers on PM@Jhpiego tools

 

Required Qualifications

  • MPH or equivalent advanced degree
  • Certified in PM@Jhpiego (Jhpiego’s internal project management curricula) or PMD Pro (or will be within 60 days of hire)
  • 10 years’ experience at PO level
  • Proven experience successfully managing large complicated public health projects (e.g., multiple partners, difficult donor relations, low in-country capacity) by at least 4 different types of donors, including one USG donor in multiple countries with experience:
    • Submitting high quality reports submitted on time to donors
    • Managed partners as part of a consortium
    • Coordinate effective development and reviews of budgets
    • Understanding and analyzing expenses, variances, accruals, and pipelines
    • Successfully started up a new project
    • Successfully developed work plans with multiple partners
    • Successfully closed out a large project
  • Proven experience successfully supporting new program development
    • Served as program lead on at least 5 proposals – including budget inputs
    • Successfully served as proposal writer on 3 proposals >$10M (e.g., USAID bi-laterals)
  • Contractual financial management experience preferred
  • Good understanding and experience of program operations: registration, security and compensation
  • Experience working at least 2 years overseas with Jhpiego or another NGO preferred
  • Experience supervising and mentoring staff
  • Experience in training and facilitation both in person and virtually
  • Proven experience successfully dealing with challenging situations (HR, fraud, donor, etc.)
  • Experience representing organizations at high level meetings
  • Strong understanding of at least 3 technical areas Jhpiego works in
  • Deep knowledge of USG rules and regulations
  • Ability to identify opportunities for improvement and make constructive suggestions for change
  • Strong understanding and application of financial management principles and working closely with finance staff to develop budgets and analyze expenses.
  • Excellent written and oral communication skills, organizational skills, and team building skills
  • Strong communication and presentation skills: developing communication products (success stories, FB posts, briefs, PowerPoint presentations) with diverse groups
  • Proven leadership skills
  • Fluent French, Spanish or Portugues langauge ski;;s preferred
  • Demonstrated commitment to customer service and to supporting a positive team culture
  • Travel: Ability to travel 30%
