Overview

The Senior Program Officer will work in close collaboration with the Senior Program Manager for Portfolio 1, Country Director, Chief of Party and Finance Manager to manage country operations for Guatemala and support a large USAID-funded project in the country.  This includes ensuring that good project management practices and tools are being used to stay on scope, schedule, budget for the project and managing relationships with subrecipients and the donor.

 

Responsibilities

  • Serve as program lead for new proposal development for Guatemala, and other countries in the portfolio as needed including providing budget inputs, conducting budget reviews, and developing management plans and support
  • Develop concept notes and respond to donor requests for additional funding under project
  •  Liaise with GPO POs and country office PMs to plan for and monitor project scope, track and manage project management standards, and troubleshoot issues and delays
  • Monitor finances and compliance with Finance Manager
  • Coordinate development and submission of donor deliverables (reporting, continuing applications, etc.)
  • Serve as point of contact for donor communication and liaison for donors
  • Monitor country office operations to proactively manage fixed costs
  • Proactively identify and share risks with SPM and GPO management
  • Present project achievements, management, and financial information through the Portfolio review
  • Report out internally on project accomplishments, including responding to NPD and GECO needs
  • Ensure teams are complying with PM@Jhpiego (Jhpiego’s internal project management curricula requirements
  • Lead Jhpiego’s engagement with MPHD prime and coordinate with other country program teams for buy-ins working closely with Jhpiego’s technical lead

 

Required Qualifications

  • Proficient Spanish language skills
  • Advanced degree in public health or related field
  • 7+ years' program officer level experience implementing programs in health/development sector
  • Overseas experience, working in business development, grants management, working with donor or multilateral agencies, etc.
  • Contractual financial management experience preferred
  • Certified in PM@Jhpiego (Jhpiego’s internal project management curricula) or PMD Pro, or will be within 60 days of hire
  • Knowledge of USG rules and regulations
  • Proven experience successfully managing large public health projects small or medium public health projects (e.g., multiple partners, challenging donor relations, lo in-country capacity) by 2+ different types of donors including one USG donor in multiple countries with experience: 
    • Submitting high quality reports to donors on time
    • Managed partners as part of a consortium
    • Developed, analyzed and reviewed budgets
    • Analyzed expenses, variances, accruals, and pipelines
    • Successfully started up a new project
    • Successfully developed work plans
    • Successfully closed out a large project
    • Successfully supporting new program development for multiple proposals
    • Provided significant inputs to proposals as program lead – including budget inputs and writing sections of proposals
  • Understanding of global health, and international development program/financial management principles, operations
  • Demonstrate experience supervising and mentoring staff
  • Strong ability and experience organizing and conducting training and capacity building
  • Strong communication and presentation skills: developing communication products (success stories, FB posts, briefs, PowerPoint presentations), writing skills, and presenting skills
  • Strong problem solving and decision-making: identifying the problem; locating, gathering, and organizing relevant information; generating alternatives; choosing a solution; implementing the solution
  • Strong planning and organizing skills: planning; prioritizing; managing projects
  • Strong teamwork skills: identifying team membership and role; establishing productive relationships; meeting team objectives; resolving conflicts
  • Successfully dealing with challenging situations (HR, fraud, donor, etc.) including identifying issues and proactively working with team to resolve them
  • Identifying opportunities for improvement and making constructive suggestions for change
  • Experience with Office 365
  • Ability to travel internationally up to 30% time
