Overview

Sr. Program Officer will work in close collaboration with the Sr. Program Manager, Country Directors, and Finance Managers to manage country operations for Tanzania and MPHD global program.  This includes ensuring that good project management practices and tools are being used to stay on scope, schedule, budget for the project. Sr. Program Officer is also responsible for managing relationships with subrecipients and the donor.

 

Responsibilities

  • Serve as program lead for new proposal development for Tanzania, and other countries in the portfolio as needed including providing budget inputs, conducting budget reviews, and developing management plans and support
  • Develop concept notes and respond to donor requests for additional funding under project
  • Liaise with GPO POs and country office PMs to plan for and monitor project scope, track and manage project management standards, and troubleshoot issues and delays
  • Monitor finances and compliance with Finance Manager
  • Coordinate development and submission of donor deliverables (reporting, continuing applications, etc.)
  • Serve as point of contact for donor communication and liaison for donors
  • Monitor country office operations to proactively manage fixed costs
  • Proactively identify and share risks with SPM and GPO management
  • Present project achievements, management, and financial information through the Portfolio review
  • Report out internally on project accomplishments, including responding to NPD and GECO needs
  • Ensure teams are complying with PM@Jhpiego (Jhpiego’s internal project management curricula requirements
  • Lead Jhpiego’s engagement with MPHD prime and coordinate with other country program teams for buy-ins working closely with Jhpiego’s technical lead

 

Required Qualifications

  • Advanced degree in public health or related field
  • 7 years experience developing or implementing programs, working in health/development sector, overseas experience, working in business development, grants management, working with donor or multilateral agencies, etc.
  • 2 years' experience supporting PEPFAR programs
  • Certified in PM@Jhpiego (Jhpiego’s internal project management curricula) or PMD Pro (or will be within 60 days of hire)
  • Contractual financial management experience preferred
  • Proven experience successfully managing small or medium public health projects by at least 2 different types of donors, including one USG donor.
    • High quality reports submitted on time to donors.
    • Provide budget inputs and review budgets
    • Expenses routinely tracked and countries supported to stay within budget
    • Experience successfully leading activities across almost all project phases (e.g., may have done close-out but not start-up)
  • Proven experience successfully supporting NPD
    • Served as program lead on at least 2 proposals – including budget inputs
    • Successfully served as proposal writer on at least 2 smaller proposals
  • Knowledge USG rules and regulations
  • Strong understanding of at least 3 technical areas Jhpiego works in.
  • A second language is highly desirable and required for some regions

  • Strong communication skills: developing communication products (success stories, FB posts, briefs, PowerPoint presentations)
