Overview

Jhpiego has partnered with the Baltimore City Health Department (BCHD) to staff and train their COVID-19 Mobile Vaccine workforce.  Focusing on vaccine equity, Jhpiego and the BCHD are committed to focused, culturally responsive outreach to ensure access to and acceptance of COVID-19 vaccine by all Baltimoreans through strategic implementation of mobile vaccine clinics.  The COVID-19 Mobile Vaccine program engages Baltimore City community members, ambassadors, and leaders to bring culturally responsive COVID-19 vaccine to priority populations through mobile clinics while also working to address vaccine acceptance and uptake among these groups throughout Baltimore.

 

The Baltimore City COVID-19 VALUE Communities Team Lead will lead the overall strategic direction and implementation of the VALUE (Vaccine Access and Acceptance Lives in Unity, Education and Engagement) Communities Team for the successful delivery of mobile vaccination clinics that aim to reach at least 50,000 Baltimoreans with COVID-19 vaccine by February, 2022. The VALUE Communities Team aims to ensure equitable COVID-19 vaccine distribution across Baltimore, increasing access to and acceptance of the COVID-19 vaccine among priority populations. Under the supervision of Jhpiego and the Baltimore City Health Department, the VALUE Communities Team Lead will provide overall leadership of the VALUE Communities strategy and workplan, providing feedback to Baltimore City Health Department senior management as well as Jhpiego leadership as needed. The position will be expected to establish and maintain excellent relationships with counterparts, community members, and other stakeholders in the COVID-19 response in Baltimore City, and will expand focus from older adult and homeless populations to other populations as vaccine eligibility criteria expands.

 

This is a temporary position funded through February 2022.  Ability to work onsite/in person with COVID program staff in Baltimore, following relevant safety protocols and procedures (social distancing, mask wearing) is required.

 

Responsibilities

  • Provide overall technical leadership and strategic direction of the VALUES Community Team and implementation plans to ensure successful engagement with VALUES Communities around COVID-19 vaccine access and uptake
  • Support achievement of Baltimore’s COVID-19 vaccination goals and objectives, namely 80% of Baltimorean’s vaccinated by February, 2022
  • Work closely with VALUES Communities Leads and Education partners to ensure meaningful engagement through community listening sessions and development of communications strategies
  • Use data to make decisions about vaccine operations, planning, and implementation
  • Work closely with Mobile Vaccine Team Lead to ensure integration of community feedback into Baltimore City’s Mobile Vaccination plans and implementation, including identifying appropriate locations, timing, staffing, community engagement, and communication
  • Work closely with Care Coordination partners to ensure VALUE Communities are linked with appropriate services
  • Supervise and manage VALUE Communities Operations Manager and Education Lead, ensuring successful implementation of VALUE Communities Strategy to achieve stated goals and objectives
  • Identify, establish, and build partnerships with VALUE Communities and other key stakeholders in Baltimore City
  • Provide support to VALUE Communities Leads and workforce, including assisting with hiring, workforce management, training, and personnel support
  • Support routine coordination and communication between all partners engaged in COVID-19 vaccine program activities
  • Support capacity building and training of VALUE Communities teams
  • Support development and implementation of VALUE Communities strategies, monitoring frameworks, and workplans by workstream that includes timeline, responsible party, and indicators
  • Ensure link into overall strategic framework and evaluation
  • Implement management systems to improve coordination and track deliverables
  • Assist with workforce capacity development
  • Establish and run routine leadership meetings
  • Review and troubleshoot workplans and budgets
  • Ensure reports are completed and submitted on time, contribute to development of reports and appropriate review process
  • Support monitoring and evaluation needs
  • Track and manage project management standards for projects as assigned
  • Support development of communications materials and support information sharing across workgroups and other stakeholders
  • Present at Jhpiego all-staff meetings, BCHD COVID-19, and other meetings as requested
  • Ensure teams are complying with program management requirements and standard operating procedures
  • Ensure knowledge management is maintained for all projects and across all workgroups
  • Ensure compliance with Jhpiego and Baltimore City policies and regulations

 

Required Qualifications

  • Ability to work onsite/in person with COVID program staff in Baltimore following relevant safety protocols and procedures (social distancing, mask wearing)
  • Advanced degree in public health, social work, behavioral health, health administration or related field
  • 7 years’ experience providing strategic direction and management of large health projects
  • Experience leading and managing teams
  • Strong understanding of and sensitivity to Baltimore City communities and experience working with diverse populations
  • Experience working with persons experiencing homelessness, older adults, Jewish communities, young men, persons with disabilities, pregnant or lactating persons, Latinx, immigrant community and/or pediatric populations preferred
  • Highly detail orientated, proactive, comfortable working under pressure and with minimal oversight
  • Demonstrated outstanding leadership, strategic thinking, organizational, and representational skills
  • Demonstrated ability and comfort using data to understand problems and make decisions
  • Excellent diplomacy skills and a proven ability to establish and sustain interpersonal and professional relationships with multiple partners, communities, and other key stakeholders
  • Ability to coach and mentor technical staff and strong skills in facilitation, team building and coordination
  • Highly motivated; good team player
  • Ability to work in a complex environment with multiple tasks, short deadlines, and intense pressure to perform
  • Excellent oral and written communication skills; good presentation skills
  • Experience developing communication products (success stories, FB posts, briefs, PowerPoint presentations)
  • Proficiency in Microsoft Office, including Word, Excel, PPT, and other organizational tools
  • Proficient Spanish language skills preferred
