Malaria Case Management Technical Coordinator

The Malaria Case Management Technical Coordinator will play a key technical role on the project team by providing insight and technical leadership to improve malaria diagnosis and treatment.  This five-year program aims to increase coverage and use of key life-saving malaria interventions in support of Cote d’Ivoire’s National Malaria Strategy

The position will operate under the leadership of the Deputy Chief of Party and Jhpiego’s senior management team.  The Malaria Case Management Technical Coordinator will ensure the technical and methodological soundness of activities and, in collaboration with the project team and partners, support the design of service delivery strategies, based on sound and current scientific evidence. S/he will provide technical support to ensure that activities are designed and implemented with high quality and meet project targets. S/he will mentor and build capacity of health workers and address any technical issues at national and subnational levels, including advocacy for malaria prevention, diagnosis and treatment, and laboratory strengthening at all levels. S/he will be responsible for ensuring the technical integrity of malaria project interventions. S/he will develop job aids and tools that reflect practical solutions to enable District Health Teams and service providers to scale-up malaria case management. S/he will ensure timely and cost-effective project implementation and reporting of activities.

• Work closely with the Deputy Chief of Party on setting program priorities and directions, and responding to requests for support from district health teams and local counterparts.
• Contribute to development of the project work plans and program monitoring plan and donor reports
• Provide technical oversight, strategic direction and ensure appropriate support for the implementation of malaria diagnosis and treatment interventions at national and county level
• Coordinate and collaborate closely with other implementing partners in Cote d’Ivoire supporting malaria diagnosis and treatment activities to ensure the project is effectively leveraging opportunities to support project goal, outcomes and outputs
• Support Malaria technical working groups at national and district levels. Actively participate in relevant national planning and technical advisory group meetings
• Analyze potential malaria prevention, diagnosis and treatment strategies within the context of the project and explain these, as necessary, but not limited to project leadership, policymakers, funding agencies, NMCP and/or program staff to recommend high impact interventions at different levels
• Collaborate with all local stakeholders and implementing partners, especially the Ministry of Health/NMCP, and other implementing partners, in order to ensure that all project diagnosis and treatment activities are well coordinated and conform to the national requirements and regulations
• Work closely with the project leadership to ensure project focus includes implementation driven towards sustainability, replication and scale up.
• Assist in sustaining and improving national and project databases that monitor project achievements at county level and contribute to national level achievements
• Ensure use of reviewed evidence-based clinical training materials, job aids, and curricula, supervisory systems and other training materials in line with the needs of PMI, USAID Cote d’Ivoire, and the Government of Cote d’Ivoire
• Lead/Coordinate district and facility-level strengthening, follow-up and supportive supervision, advocacy, demand creation, policy support and capacity-building across project districts
• Identify clinical training needs and lead the design and implementation of measures to address those needs
• Formulate and test sustainable solutions to malaria service delivery gaps, utilizing cross-cutting approaches such as performance and quality improvement
• Mobilize national level clinical/technical expertise to resolve clinical issues that affect local public policy or program design
• Conduct regular reporting to program and technical staff, of successes, challenges and lessons learned in implementation related to areas of technical expertise
• Document and maintain an inventory of successful tools and approaches for malaria diagnosis and treatment interventions
• Work collaboratively with finance staff to prepare activity budgets and track expenditures
• Work with MEL and other project staff to design, implement a plan to track data/results related to malaria diagnosis and treatment and in the development and submission of abstracts, papers and presentations to journals and conferences
• Contribute to maintaining excellent relationships with the Ministry of Health/NMCP, DHMTs and in-country stakeholders and develop rapid responses to PMI and/or USAID Cote d’Ivoire requests

• A Medical Doctor or a Masters’ degree in Medical Sciences, Nursing degree or a related field.
• At least 8 years’ experience in malaria program management or as part of malaria control activity
• At least 5 years’ experience in the implementation of donor-funded projects with budgets of $3M+ per year; preferably in the West Africa
• Extensive knowledge and understanding of malaria case management (diagnosis and treatment) both at health facility and community levels
• Technical Expertise in one or more of the following areas: Malaria diagnosis, Malaria case management, quality improvement, Malaria laboratory strengthening
• Demonstrated in-depth understanding of the Ivorian healthcare system, particularly the public health system
• Familiarity with USAID’s administrative, management and reporting procedures and systems
• Experience working with Ministries of Health on policy and strategy formulation at national and subnational levels
• Excellent diplomacy skills and a proven ability to establish and maintain interpersonal and professional relationships with USAID, PMI, host-country counterparts and representatives from other key stakeholders such as NGOs, CSOs, universities and the private sector
• Expertise in research to practice—identifying and adapting best practices to specific project contexts
• Demonstrated experience with a mix of practical technical skills necessary for strengthening malaria service delivery at the regional, national and clinical levels
• Demonstrated experience providing capacity building assistance at individual and organizational levels
• Demonstrable analytical skills and experiences to identify and evaluate best practices and state-of-the-art approaches to be utilized by the project
• Demonstrated work experience in Cote d’Ivoire
• Excellent verbal, written interpersonal and presentation skills in English
• Proficiency in Microsoft Office
