Overview

ACHIEVE is a five-year, USAID-funded global cooperative agreement with the dual objectives of attaining and sustaining HIV epidemic control among at-risk and hard to reach pregnant and breastfeeding (PBF) women, infants, children, and youth, as well as to mitigate the impact of HIV/ AIDS and prevent HIV transmission among these populations; and supporting the transition of prime funding and implementation to capable local partners in order to meet the PEPFAR goal of 70% of funding to local partners. 

As part of USAID/Namibia’s DREAMS programming for vulnerable adolescent girls and young women (AGYW), ACHIEVE will implement DREAMS interventions in two geographic regions (4 districts). Jhpiego, through ACHIEVE, is looking for a Oshana Regional Manager who will be working with ACHIEVE Namibia team to implement DREAMS activities.

Responsibilities

  • Assume ultimate responsibility for the overall implementation of DREAMS Project activities in his/her region (s)
  • Liaise with Regional and district local authorities in making sure that DREAMS Project -supported activities contributes to the national goal and plans on HIV incidence reduction among DREAMS beneficiaries
  • Oversee quality of programs in the region implemented by technical staff and community care workers
  • Ensure timely execution of DREAMS Project regional work plan
  • Take leadership in planning, implementation, monitoring and reporting of DREAMS Project activities at regional level
  • Participate in capacity building activities including trainings, coaching and supervision at regional, district, facility and community levels
  • Ensure quality and timely data collection and submission of program reports including trip reports, quarterly narrative, expenditure and finance reports, and other reports for a region as required
  • Maintain consistent communication with the Project Director, Technical Director and the MEL Director regarding program performance in the region
  • Coordinate with the technical team and project leadership to meet technical needs identified during project implementation in a region
  • Work to identify and document success stories and best practices from project activities.
  • Maintain close relationship with the relevant regional directorates and other stakeholders in the region.
  • Supervise and manage performance of regional support staff.
  • Oversee community interventions implemented by local CBOs involved in the DREAMS activities and other sub grantees and ensure quality, timely and correct reporting
  • Be able to represent ACHIEVE in various activities at the regional level as assigned by the project management

 

Required Qualifications

 

  • BA or equivalent qualification in Medicine, Nursing, Social work or Management
  • Candidates with Public Health training and any other relevant qualifications will be considered
  • Solid programmatic and technical expertise in public health or community programs
  • 5+ years’ experience in health management at regional or national level
  • Excellent interpersonal and supervisory skills, inspiring team work and motivating staff, consultants and partners to achieve results
  • Demonstrated experience maintaining donor and partner relations, ability to work in a complex environment with multiple tasks, short deadlines and intense pressure to perform
  • Ability to develop productive working relationships with counterparts in other agencies and organizations
  • Computer literacy, particularly in the use of MS word, Excel and PowerPoint
  • Ability to coach, mentor and develop technical capacity in regional and national programs and technical staff in the DREAM technical areas
  • Excellent written and oral English and Oshiwambo
  • Demonstrated self- management (i.e. motivation, dealing with pressure adaptability)
  • Willingness to relocate to Oshana region
