Program Officer I (PO) needed to provide quality administrative project management and day-to-day support for a UNITAID–funded project, Transforming Intermittent Preventive Treatment for Optimal Pregnancy (TIPTOP).  This is a five-year project to scale up an innovative, community-based approach to expand coverage of intermittent preventive treatment in pregnancy (IPTp) for pregnant women in four countries: Democratic Republic of Congo, Madagascar, Mozambique and Nigeria. PO will support the Senior Program Officer with monitoring project timelines, budgets, activities, deliverables and reporting in compliance with Unitaid and Jhpiego. Serve as a liaison between Jhpiego headquarters and country teams and support systems for communication, program monitoring and reporting, streamlining processes for compliance with JHU and donor requirements. Assist country office staff in implementation and reporting efforts, as per project objectives and guidelines. Monitor project progress and milestones as per project Gantt chart.  Manage core and country work plan and budgeting development and review process.  Support country teams in management of monthly Power BI activity trackers and provide follow up support for planning and project spending.  Facilitate and manage HQ and country level procurement including coordination with procurement and shipping agents.  Provide logistical and planning support to regional and high-level meetings. Assist with conference and event planning including leading the coordination and execution of the Regional Program Learning Meeting.  Contribute to management of TIPTOP material development including contributing to development and managing the editing, formatting and dissemination of materials. Mentor Senior Program Coordinator (SPC) with administrative tasks as needed and support these tasks in absence of SPC.  Assist with the coordination of high-level partner and donor meetings, development of action plans based on project meetings and monitor progress through completion. Monitor and maintain KM system for project, including Microsoft Teams, One Drive, SharePoint and the TIPTOP website. Manage US paid Sub-awards and oversee reporting and regular payments. Represent TIPTOP at project, country, organizational and technical meetings. Serve as liaison to other departments within Jhpiego, including Global Program Operations country backstopping teams.


  • Manage and coordinate efforts within the project above country and across country teams for planning, work plan development and support for outlined project activities and communication
  • Manage the development and review of country and core budgets and work plans.
  • Work collaboratively with programs and finance staff to prepare and track the progress of project and country activity budgets
  • Work collaboratively with TIPTOP consortium partners to achieve project objectives
  • Assist technical team and country field staff with programmatic support
  • Represent the team at national and internal malaria and Jhpiego meetings to ensure cross collaboration and program learning (i.e. technical team meetings, staff meetings, programmatic and technical discussions)
  • Develop and maintain excellent relationships with colleagues, partners and donors in country, region or worldwide
  • Contribute to support and mentoring of country personnel to meet compliance requirements, ensure learning across countries, and work across the partnership
  • Work collaboratively with finance and program staff to prepare and track the progress of project and activity budgets at the above country and country levels using Power BI activity trackers
  • Contribute to the timely, accurate and appropriate reporting of project activities and results to Unitaid
  • Oversee above country and country procurement, including seeking appropriate approvals/justifications and tracking progress of shipments
  • Assist core team with trouble shooting as needed and contribute to project decision making
  • Comply with Jhpiego and JHU operational policies and regulations
  • Provide backstopping and mentorship for Senior Program Coordinator as needed
  • Promote and manage knowledge management and sharing efforts


Required Qualifications

  • Advanced degree in public health or related field with 3 years’ experience OR BA and 5 years’ experience
  • 3+ years’ experience managing multi-year international health development projects preferably with successful activity implementation in malaria prevention, care and treatment in Africa
  • Previous experience serving in a program management role
  • Background/engagement in program monitoring and evaluation
  • Certified in PM@Jhpiego (Jhpiego’s internal project management curricula) or PMD Pro (or will be within 60 days of hire)
  • Demonstrated experience and knowledge in establishing project management systems; familiarity with Power BI is a plus
  • Excellent diplomacy skills and a proven ability to establish and sustain interpersonal and professional relationships with donor relations, partners, in-country counterparts such as Ministry of Health and representatives from other key stakeholders
  • French proficiency preferred
  • Strong organizational and decision-making skills
  • Excellent verbal, written, and presentation skills
  • Ability to work in a complex environment with multiple tasks, short deadlines and intense pressure to perform
  • Proficiency in Microsoft Office
  • Demonstrated skills in facilitation, team building and coordination
  • Field-orientated and comfortable with a team approach to programming
  • Appreciation for socio-cultural differences in countries, preferably having lived and worked in one or more low resource settings
  • Ability to travel up to 30% of the time to developing countrie
