Overview

The Program Manager will provide vision, overall technical and programmatic leadership, and managerial oversight for the Unitaid-funded Scale Up Cervical Cancer Elimination with Secondary Prevention Strategy (SUCCESS) project in Guatemala under which Jhpiego is a subrecipient. The Program Manager will also serve as the senior most project representative of Jhpiego in Guatemala and reports to the Country Representative.  The Program Manager will ensure the timely, efficient, and cost-effective implementation and reporting, as well as the strategic, programmatic, technical, and financial integrity of the project. This project is expected to last through at least November 2022.  

 

Responsibilities

Senior Management & Compliance

  • Oversee all aspects of the SUCCESS project in Guatemala, including the day-to-day management of staff and operations
  • Serve on the Jhpiego Senior Management Team in Guatemala to provide leadership and strategic direction to ensure programmatic and financial integrity of the SUCCESS project and to achieve rapid and sustained project goals, objectives, and targets within budget
  • Ensure that program is technically sound, evidence-based, and responsive to the needs of Guatemala, its people, and donor
  • Develop and maintain strong working relationships with the prime and prime partners, the Ministry of Health, as well as any other implementation partners to maximize resources and avoid duplication of effort

 Technical & Program Leadership

  • Provide strategic and technical leadership and support to the MOH in policy development and coordination of national cervical cancer prevention and control activities
  • Participate and advise in national cervical cancer technical working group meetings and present progress, achievements, and lessons learned to key stakeholders including IPs and civil society partners in public and professional circles through other meetings, conferences, and presentations
  • Maintain regular communication with Jhpiego global SUCCESS management, technical and program staff to drive efficient and compliant program operation
  • Ensure that Jhpiego’s project management approaches and tools are utilized in management of projects.
  • Oversee the implementation of the demand creation team operating across regions to put together weekly, monthly, and quarterly plans for day-to-day and campaign activities that ensure a balance of supply and demand to meet targets.

Human Resource & Finance Management

  • Mentor, support, supervise, and manage a multidisciplinary team of technical, program, and administrative staff, and align their efforts to ensure rapid and sustainable results
  • Promote and support the staffs’ understanding of and compliance with Jhpiego, JHU and donors’ operational policies and regulations, and Guatemalan laws. and Lead the development of budgets, work plans, progress reports, and other deliverables for the donor.
  • Work with finance and program staff to develop and track project budgets, and oversee procurements/supply chain for the program needs.

 Jhpiego Representation

  • Cultivate and maintain strong strategic relationships and alliances with ministries, donors, implementing partners and other key stakeholders to advance programs in Guatemala
  • Represent Jhpiego in professional circles through meetings, conferences and presentations in Guatemala
  • Participate in analyses of in-country new program development opportunities to the relevant staff in the regional and new program development offices at headquarters
  • Any other tasks as assigned by the Country Representative

 

 

Required Qualifications

  • Fluent Spanish and English language skills
  • Advanced degree in public health, health administration, international health or related field
  • Medical Doctor diploma or equivalent preferred
  • 10+ years of project management experience including 2+ years' senior management experience in regional/national cervical cancer prevention programs
  • Experience managing a staff of 10+ and ann annual budget of at least $2 million
  • New program development, including proposal writing and negotiating with host country government and partner organizations
  • Demonstrated skills including excellent verbal and written communication abilities, organizational leadership, strategic thinking, supply-chain management, and organizational team-building and capacity development
  • Knowledge of Unitaid programs, regulations, compliance, and reporting preferred
  • Management, training, or clinical background in cervical cancer prevention, and thorough understanding of current science and programmatic best practices
  • Experience with technical assistance to Ministry/ies of Health, including routine participation in national technical working groups and diplomatic stakeholder management
  • Track record of mentoring, motivating, and developing staff to support career development
  • Capacity for analyzing technical and programmatic issues; experience developing solutions to intricate challenges
  • Ability to work in a complex environment with multiple tasks, short deadlines and intense pressure to perform
  • Available to travel extensively both nationally and internationally
