  • Overview


    Strategic Information Advisor needed to support Jhpiego’s HIV service delivery programs to ensure strong strategic information/monitoring, research and evaluation (SI/M&E) systems and practices are in place and that real-time data is used for clinical and programmatic decision making in HIV prevention, care and Treatment programs in Africa and the Caribbean.  Advisor provides technical support to country programs on SI/M&E activities in collaboration with US-based HIV technical advisors and country teams including technical and program staff.




    HIV M&E technical assistance to country programs

    • Provide leadership and technical assistance to country programs on development, implementation and enhancement of HIV prevention, care and treatment clinical monitoring and evaluation systems including activities, analyses and use of data with a focus on the clinical cascade, index testing, HIV self testing, PrEP, care and treatment and viral load suppression
    • Develop and/or review performance monitoring plans that reflect work plans and their indicators including M&E system, QA/QI, surveillance, data analysis and data use
    • Routinely review routine country-specific data, provide feedback to country teams, and support country teams to use findings to improve program performance
    • Strengthen the use of real time data for program improvement including analysis of progress to target and trends for monthly and quarterly reporting
    • Provide technical guidance for use and dissemination of routinely collected HIV prevention, care and treatment data; dissemination approaches including standardized slide decks, meetings, abstracts, and manuscripts
    • Support development or adaptation of tools to monitor rollout of TLD and multimonth dispensing of ARVs
    • Provide ongoing guidance to teams on PEPFAR technical priorities and benchmarks disseminated in PEPFAR COP and MER guidance
    • Support high-frequency reporting efforts required by USAID/Washington including template preparation, importing data into JADE, review of results and feedback to teams on strengths and gaps; working with teams to course correct when gaps are identified
    • Collaborate with the Digital Health team to support mobile data collection activities
    • Support country teams to develop tools and processes for visualization, and complex analyses and data coordination between multiple data sources
    • Support the development of technical assistance and capacity building proposals relating to a specific technical area
    • Provide technical guidance for use and dissemination of routinely collected HIV care and treatment data to monitor and evaluate country programs; dissemination approaches include slidesets, meetings, abstracts, and manuscripts
    • Contribute to building M&E capacity in HIV prevention, care and treatment at the field level
    • Participate in technical working groups within and outside of Jhpiego to share expertise and lessons learned


    Program evaluation and implementation science

    • Based on understanding of the country program and expertise in a technical area, develop or contribute to the development and implementation of program evaluation and other operational research proposals, protocols, data collection tools, databases, SOPs and IRB submissions.  Ensure compliance with Jhpiego’s IRB policy
    • Lead, collaborate with or assist US-based and in-country staff to develop and prepare abstracts, posters, presentations, and manuscripts resulting from program evaluation and operations research



    • Extensive experience in development of workplans and performance monitoring plans in cooperation with other who represent a wide range of interests and needs
    • Excellent skills in facilitation, team building and coordination
    • Represent Jhpiego at select regional and international conferences, meetings, working groups, seminars and other events that require Jhpiego participation
    • Provide technical and programmatic inputs to new proposals as needed
    • Write and review SI/M&E sections of proposals to ensure technical quality and inclusion of appropriate activities, budgets, and staff LOE
    • Identify and communicate potential opportunities for new business and new or leveraged funding sources
    • Develop and maintain excellent professional relationships with colleagues, counterparts, and donors worldwide
    • Maintain knowledge management/knowledge sharing practices for SI/M&E, including timely and relevant knowledge-sharing through available mechanisms
    • Stay up-to-date on PEPFAR MER indicators, technical priorities, interventions and benchmarks
    • Identify programmatic successes, challenges and lessons learned, and ensure appropriate flow of information across the organization
    • Promote and support knowledge management and sharing efforts, including uploading documents onto Jhpiego knowledge management sites (e.g., team sites, SharePoint, and JADE) and external sites and partners
    • Contribute to Jhpiego staff orientation and updates in areas of technical expertise


    Required Qualifications

    • Advanced degree in public health (international health, epidemiology, biostatistics, population) or related social science
    • 5+ years; relevant experience or PhD plus 2 years' experience
    • Extensive experience in PEPFAR SI/M&E of HIV/AIDS programs (USAID and CDC preferred; DOD helpful)
    • Strong technical skills, including ability to process and analyze data using one or more statistical software packages, including at least one of the following: SPSS, Epi Info, Stata
    • Familiarity with PowerBI, DHIS2, and CommCare
    • Experience working and living in a developing country for an extended period of time
    • Experience working with international and U.S. donor agencies and private sector foundations 
    • Portuguese or French language desirable
