  • Overview

    The Senior Technical Advisor, Maternal, Newborn and Child Health (STA MNCH) will provide technical leadership and oversight for the upcoming USAID MOMENTUM (Moving Integrated, Quality Maternal, Newborn, and Child Health and Family Planning and Reproductive Health) APS Round 2B “Targeted MNCH/FP/RH Technical Assistance to Private Providers.” MOMENTUM Round 2B seeks to (1) ensure increased availability of and demand for evidence-based, quality MNCH/FP/RH information, services, and supplies offered by private providers, and (2) expand both public and private partnerships to ensure a total market approach for improved health care coverage.


    Under the leadership of the COP, the position will oversee and ensure the technical and methodological soundness of all the project’s MNCH activities at the global and country levels. In collaboration with project team and partners, the position will support the design and implementation of all MNCH strategies based on scientific evidence. S/he will guide the technical staff to develop a unified strategy for achieving the technical goals of the program. S/he will ensure excellence in reporting results across all technical and cross-cutting areas of the program based on based on sound data analysis and interpretation. S/he will represent the Program at high-level meetings and events as needed and develop a strong team-based approach to enhance the delivery of high-impact interventions at the country level. The ideal candidate will be an MNH technical expert first and foremost, with complementary skills in FP/RH, who has significant experience building partnerships with the private sector.


    This position is contingent upon award from USAID


    • Provide technical oversight, strategic direction and definition of integrated MNCH project activities
    • Establish and implement a system to ensure technical quality of MNCH project activities and ensure integration with FP/RH interventions in both the private and sectors, including through work with networks of private sector providers
    • Develop and/or update evidence-based training materials, standards, job aids, and curricula, supervisory systems needed for implementation of the project to meet the needs of USAID and the project country governments
    • Provide mentoring and capacity building at the individual and organizational levels in the private and public sectors (including providers [doctors, nurses, midwives] and professional associations) in specific areas of expertise including but not limited to MNCH and quality of care
    • Provide technical assistance for conducting site assessments and strengthening referral systems, in-service and/or pre-service education, and supportive supervision in both the private and public sectors
    • Coordinate advocacy, demand generation, and policy support, across private and public sector project sites as required
    • Lead the formulation of innovative approaches for scale up of targeted MNCH services
    • Actively participate in relevant technical advisory/working groups and professional forums representing the Project
    • Work closely with the COP on setting project priorities and directions, and responding to requests for support from local counterparts
    • Work with M&E staff to design, implement a plan to track data/results related to MNCH to inform adjustments in project implementation
    • Collaborate with all local stakeholders and implementing partners, such as networks of private sector providers and including the MOH and other international implementing partners, to ensure that all activities are responsive to country needs and conform to the donor and country government requirements and regulations
    • Document successes, lessons learned and challenges in implementation as well as reports of project activities and results to the project and donor, including routine quarterly and annual reports and other reporting requirements as requested
    • Document and maintain an inventory of successful tools and approaches for MNCH
    • Author/co-author abstracts, presentations, and articles for journals and conferences
    • Supervise technical staff
    • Ensure technical contributions of all partners and sub-grantees are evidence based and aligned with the project’s theory of change (if relevant)
    • Provide technical leadership to the development the project strategic plan, work plan, and project monitoring, in close collaboration with MOHs, donors, and other stakeholders to ensure timely implementation and compliance to the requirements and regulations of the award

    Required Qualifications

    • Proven senior expertise in developing and implementing effective public and private partnerships;
    • Experience of working with networks of private sector providers, including supporting QA and QI initiatives in private sector
    • Proven experience in technical leadership, strategy development, and staff oversight;
    • Demonstrated leadership, management, coordination, teamwork, and planning skills, with proven ability to liaise effectively with and collaborate with diverse stakeholders, including global, regional, national, local, public and private partners;
    • Strong interpersonal and capacity building skills including training, mentoring, and coaching skills;
    • Fluent English oral and written communication skills;
    • Proficiency in a second language is preferred but not required;
    • A clinical or public health graduate degree with at least ten (10) years’ experience in international health programming in at least one -- but preferably more -- of the following technical areas: Maternal and Newborn Health, Child Health, Immunization, Family Planning and/or Reproductive Health. Short term in-country technical assistance to LMICs is eligible to meet the 10 years’ requirement.
    • Willingness to travel internationally as needed
    • Skilled in at least two or more of the following technical areas: strengthening service delivery projects; training; pre-service education; performance and quality improvement; monitoring and evaluation
    • Experience of working with networks of private sector providers, including supporting QA and QI initiatives in private sector
    • Familiarity with USAID’s administrative, management and reporting procedures and systems
