  • Overview

    Program Advisor, Francophone Region needed to provide program support in the conceptualization, design and development, writing at 100% LOE – New Program Development (NPD). Under the overall guidance of the Sr. Director, NPD, s/he will work closely with NPD, Country Directors in the Francophone Region, Global Program Operations (GPO), Technical Leadership and Innovations (TLI), and country program and technical staff in the design of new programs; improve project management based on the PM@Jhpiego framework; assist with documentation of project achievements to share with a wide range of stakeholders; and support leadership in francophone  country offices to build their program portfolio, expand Jhpiego’s regional reputation, and implement high quality programming in line with Jhpiego priorities. The Program Advisor will also mentor staff to support NPD and proposal development, and prepare high quality and technically sound programs. S/he will also liaise with Jhpiego Program and Technical Advisors regionally and globally to ensure quality and comprehensive programmatic design to drive high quality implementation. The Program Advisor represents Jhpiego to key stakeholders including donors, MOH and partners. 

     

    Responsibilities

     

    • Assist in the development and management of a regional portfolio business plan, in coordination with Country Directors (CD), HQ GPO and TLI
    • Provide leadership in technical design and/ or writing and development of proposals to support assigned Jhpiego NPD portfolio
    • Assures quality narrative following proposal-writing standards, including readability, consistency, and tone, weaving in text from different writers, eliminating redundancies, connecting ideas coherently which speaks with “one voice”.
    • Support conceptualization and creation of graphics (e.g., theory of change, log frame, conceptual framework) within the technical narrative, in collaboration with design lead, and orient teams as needed
    • Improve how Jhpiego approaches project design and writing to optimize competitiveness, responsiveness to the donor, and project outcomes and disseminate best practices and lessons learned to writers and design leads across departments
    • Assist francophone portfolio country teams in developing and executing country-level NPD/business development plans
    • Assist in the development of outreach and communication plans where needed, to strategically build awareness of Jhpiego’s work among key donors in the region
    • Assess country office NPD capacity and develop capacity building plans for country offices, tailored to specific needs and recognizing differences in sizes and needs of country offices
    • Lead and/or contribute to the business development process in francophone portfolio countries by supporting the development of concept notes, preparation of proposals, and engagement with potential and current donors and partners
    • Responsible for mentoring regional/country staff in support functions for NPD from positioning/leads development onwards
    • Help to identify factors that contribute to Jhpiego’s competitiveness and work with proposal teams to address gaps
    • Represent Jhpiego in technical meetings among donors, MOH, partners and advocate on behalf of Jhpiego with existing and new partners

     

     

    Required Qualifications

    • Fluent French language skills
    • Advancedd degree in development studies, public health, or related field
    • 7+ years' experience designing and managing programs
    • Experience of working with partners, donor funding agencies, private sector foundations, and MOH systems, especially in francophone West Africa
    • Strong familiarity with proposal development for a range of USG and non-USG (e.g., EU, UN) donors, including key foundation donors such as BMGF
    • Extensive knowledge of program development and implementation of large health programs
    • Experience developing strategic and tactical plans in cooperation with others who represent a wide range of interests and needs
    • Ability to effectively convey information about project needs, in many cases to those who might be unfamiliar with the details
    • Experience working in a high-pressure environment with constantly changing priorities and deadlines
    • Technical knowledge in FP/RMNCAH, malaria, HIV prevention and care programming, Health Systems Strengthening
    • Excellent writing, communication and presentation skills
    • Excellent skills in facilitation, capacity building/mentoring, team building and coordination
    • Ability to work well with others and a team player
    • Strong change management, results-oriented and decision-making skills
    • Ability to travel independently in new environments
