  • Overview

    Jhpiego seeks a Director of Health Information Systems (HIS) for the USAID/Mali Health System Strengthening (HSS) Activity. The purpose of this role is to support the Ministry of Health (MoH) and agencies within the health sector to improve the effectiveness and use of quality data from the various sources of health information in the country. The HSS Activity aims to increase Malians' ability to plan, finance, and manage their health system and their own health at the family, household, community, district, regional, and national levels. The project will build the capacity and commitment of Malians to achieve sustained improvements in the health status of Malians through the following results: 1) Access to high-quality health services expanded; 2) Demand for and use of health services increased; and 3) Individual and household adoption of healthy behaviors increased.

     

    The Director of HIS will provide technical, strategic advice and programmatic direction for the capacity building of government agencies in the development and implementation of the HIS aspects of the activity, for optimizing the generation, identification, collection, processing, storage, and dissemination of quality data and strategic information. The expert technical advice provided will be used to support the technical assistance, and political direction provided by the activity to key government and non-government partners.

     

    S/he will lead project activities related to and implementation organizations in data use, data systems architecture, and health information systems governance. S/he will provide technical and strategic direction, leadership, and management oversight to ensure transfer of knowledge and skills to stakeholders across the health system. S/He will coordinate and liaise with stakeholders, including government agencies, other donor-funded projects, implementing partners, USAID and other donors, and data consumers ensure capacity is strengthened. 

     

    This position is contingent upon award from USAID. Malian nationals are strongly encouraged to apply.

    Responsibilities

    Specific Responsibilities will include, but are not limited to the following:

    • Support the development and validation of supportive supervision tools, HIS support materials and standard operating procedures to improve HMIS functioning and use;
    • Conduct trainings for district and community health workers to improve data use;
    • Conduct supportive supervision visits;
    • Participate in the development and implementation of data collection and reporting tools and systems that correspond to the needs of decision makers, as needed, and ensure compatibility with other existing systems (specifically DHIS2);
    • Participate in the development of appropriate planning, monitoring, management and control systems to ensure informed decision-making and implementation of project activities;
    • Participate in the monitoring of project activities and assist with documentation of best practices (what worked and what didn’t work) to ensure incorporation of lessons learned into ongoing activities;
    • Work with the chief of party (COP) and the Jhpiego/HQ team in the preparation of HSS Activity annual work plans, budgets, quarterly reports and annual progress reports to the Mission.

    Required Qualifications

    • A Master’s degree in information science, data science, public health, statistics, health informatics, or a related field
    • At least 8 years of experience in working with information systems management and design in the health field for international donor funded programs (USAID preferred)
    • Demonstrated knowledge of and experience in the fields of capacity building and governance for information systems, and using DHIS2
    • At least 4 years of experience at a managerial or advisor level, providing guidance and supervision in implementation of strategies or methods
    • Strong oral and written communication skills in English, including evidence of quality report writing and presentations.
    • Demonstrated ability to meet deadlines with quality products
    • Ability to conceive of, plan, and lead HMIS strengthening activities that address the unique challenges of the central, district, facility, and community levels
    • Ability to provide high-level HIS technical leadership to multiple government agencies to achieve results
    • Ability to find solutions to HIS challenges that are acutely sensitive to human and other resource constraints in the health sector
    • Ability to serve as a liaison with USAID, MOH, and other key stakeholders in support of the activity
    • Fluency in French and English; excellent written and presentation skills.
