  • Overview

    The Malaria Advisor will provide technical leadership and project oversight in all malaria interventions to a USAID-funded Health System Strengthening project in Liberia. This four-year project aims to support delivery of efficient, responsive, equitable, and quality health services for improved access and health status for Liberians.

     

    The position will operate under the leadership of the Deputy Chief of Party and Jhpiego’s senior management team, the Malaria Advisor will ensure the technical and methodological soundness of activities and, in collaboration with the project team and partners, support the design of service delivery strategies, based on sound and current scientific evidence. S/he will provide technical support to ensure that activities are designed and implemented with high quality and meet project targets. Mentor and build capacity of health workers. Address any technical issues at national and subnational levels, including advocacy for malaria prevention and control prioritized at all levels. Responsible for ensuring the technical integrity of malaria project interventions. Develop low-cost job aids and tools that reflect practical solutions to enable County/District Health Teams scale-up. S/he will ensure timely and cost-effective project implementation, reporting of activities. This position is contingent upon award from USAID.     Responsibilities

    • Provide technical oversight, strategic direction and ensure appropriate support for the implementation of malaria interventions at national and county level
    • Coordinate and collaborate closely with other implementing partners in Liberia supporting malaria activities to ensure the project is effectively leveraging opportunities to support project goal, outcomes and outputs
    • Work with national Ministry counterparts / NMCP and Supply Chain Unit and Central Medical Store (CMS) to support the effective delivery of quality assured commodities to project sites.
    • Support Malaria technical working groups at national and county levels. Actively participate in technical advisory group meetings, and represent Jhpiego in professional forums by participating and presenting in pertinent meetings and conferences
    • Analyze potential malaria prevention and control strategies within the context of the project and explain these, as necessary, but not limited to project leadership, policymakers, funding agencies, NMCP and/or program staff to recommend high impact interventions at different levels
    • Collaborate with all local stakeholders and implementing partners, especially the Ministry of Health/NMCP, and other implementing partners, in order to ensure that all activities conform to the national requirements and regulations
    • Promote WHO’s new recommendations on IPTp uptake during ANC and guidelines such as ACT treatment of cases and use of ITNs
    • Work closely with the Senior Project Manager to ensure project focus includes implementation driven towards sustainability, replication and scale up.
    • Assist in sustaining and improving existing databases that monitor achievements at county level and contribute to national level achievements
    • Guide the integration of malaria services with maternal, newborn and child health
    • Ensure use of reviewed  evidence-based clinical training materials, job aids, and curricula, supervisory systems and other training materials in line with the needs of PMI, USAID Liberia, and the Government of Liberia
    • Lead/Coordinate site strengthening, follow-up and supportive supervision, advocacy, demand creation, policy support and capacity-building across program sites as required by program activities
    • Identify clinical training needs and lead the design and implementation of measures to address those needs
    • Formulate and test sustainable solutions to malaria service delivery gaps, utilizing cross-cutting approaches such as performance and quality improvement
    • Mobilize national level clinical/technical expertise to resolve clinical issues that affect local public policy or program design
    • Conduct regular reporting to program and technical staff, of successes, challenges and lessons learned in implementation related to areas of technical expertise
    • Document and maintain an inventory of successful tools and approaches for malaria interventions
    • Work collaboratively with finance staff to prepare activity budgets and track expenditures
    • Work closely with the Technical Team on setting program priorities and directions, and responding to requests for support from county health teams and local counterparts.
    • Work with MER and other project staff to design, implement a plan to track data/results related to malaria and in the development and submission of abstracts, papers and presentations to journals and conferences
    • Contribute to development of the project work plans and program monitoring plan and donor reports
    • Contribute to maintaining excellent relationships with the Ministry of Health/NMCP, CHTs and in-country stakeholders and develop rapid responses to PMI and/or USAID Liberia requests

     

     

    Required Qualifications

    • A Medical Degree (doctor or nursing), and Master of Public Health preferred
    • At least 7 years’ experience implementing and/or providing technical assistance on malaria programs
    • At least 5 years’ experience in the implementation of donor-funded projects with budgets of $3M+ per year; preferably in the West Africa
    • Extensive knowledge and experience in malaria prevention and control; in-depth knowledge of malaria and public health principles with proven technical skills in malaria, including malaria case management
    • Technical Expertise in one or more of the following areas: Malaria Prevention, Malaria diagnosis, Malaria case management particularly in pregnancy and children under 5, quality improvement and M&E
    • Demonstrated experience with a mix of practical technical skills necessary for strengthening malaria service delivery at the regional, national and clinical levels
    • Demonstrated experience providing capacity building assistance at individual and organizational levels
    • Demonstrable analytical skills and experiences to identify and evaluate best practices and state-of-the-art approaches to be utilized by the project
    • Experience working with Ministries of Health on policy and strategy formulation at national and subnational levels
    • Demonstrated in-depth understanding of the Liberian healthcare system, particularly the public health system, experience living and working in Liberia preferred
    • Familiarity with USAID’s administrative, management and reporting procedures and systems
    • Proven track record managing a project team composed of several technical experts and fostering team work
    • Excellent diplomacy skills and a proven ability to establish and maintain interpersonal and professional relationships with USAID, PMI, host-country counterparts and representatives from other key stakeholders such as NGOs, CSOs, universities and the private sector
    • Expertise in research to practice—identifying and adapting best practices to specific project contexts
    • Excellent verbal, written interpersonal and presentation skills in English
    • Proficiency in Microsoft Office
    • Ability to travel nationally to project sites
