  • Overview

    The Monitoring Manager will provide technical leadership and strategic vision for monitoring activities for an upcoming Fleming Fund Country Grant in Bangladesh The project aims to address critical gaps in surveillance of antimicrobial-resistant (AMR) bacteria in Bangladesh. The project will focus on establishing and strengthening national AMR surveillance, reporting and research systems and workforce capacity. The project will operate over a 21-month period with the likelihood of further funding for future program phases. Working closely with the project’s management and technical staff, the Monitoring Manager will lead development of an M&E system that will capture high-quality, relevant and timely data that is used for programmatic decision-making to continuously improve the quality of interventions and outcomes. The Monitoring Manager is also responsible for documenting and disseminating project successes and challenges to the Flemming Fund. 


    This position is contingent upon award from the Fleming Fund. Bangladeshis are strongly encouraged to apply


    • Refine and finalize the project logic model, results framework, M&E plan, data flow loops, workplan, including selecting indicators and setting targets 
    • Design, implement and supervise district M&E activities, baseline and endline assessments, data quality assessments, and any evaluations
    • Manage and lead the Monitoring team including M&E Officers, Technical Coordinator, Management Specialist, Program and Training Officers, and Statistician
    • Lead efforts at all levels and with all partners for data-driven decision-making and program learning, including developing and leading trainings for project staff, implementing partners, and facility staff
    • Lead results reporting to the Flemming Fund and the lead organization, including providing data on progress to targets and writing narrative M&E sections for quarterly and annually reports, and other communications as needed (e.g., success stories)
    • Support technical and financial integrity of project
    • Cultivate strategic relationships and alliances with other relevant projects and represent the project at M&E-related working groups and in public and professional circles through meetings, conferences, and presentations

    Required Qualifications

    • 5+ years M&E experience for large, multi-year international health sector development programs; AMR project experience preferred 
    • Advanced degree in public health, demography, statistics, social sciences or related field or equivalent experience
    • Proven expertise in data quality assessments, data analysis and presentation, and reporting, including proficiency with one or more statistical software packages (e.g., SPSS, Stata, Epi Info, MS Access) and Microsoft Office
    • Demonstrated strong management, coordination, teamwork and planning skills with proven ability to function effectively with multiple host-country counterparts in both the public and NGO sectors as well as diverse international teams
    • Previous direct supervisory experience of professional staff
    • Demonstrated experience in a leadership capacity with international donors, senior government officials and policymakers
    • Excellent facilitation, writing and communication skills. Fluency in written and spoken English required.
    • Ability to work in a complex environment with multiple tasks, short deadlines and intense pressure to perform 
    • Familiarity with Bangladesh health management information system and other national M&E systems 
    • Ability and willingness to travel nationally and internationally
