  • Overview

    Measurement and Learning Advisor needed to support actionable measurement and iterative learning as part of a newly formed division, Data Science, Learning and Impact. This includes providing a comprehensive suite of technical assistance to field offices and projects to support an enabling environment for data informed adaptive management and iterative learning across Jhpiego’s portfolio of global health programming in Africa, Asia and Latin America in technical areas including MNH, family planning and reproductive health, HIV, malaria, tuberculosis, and infectious diseases. Advisor will also work closely with project teams to identify and co-develop support to ensure the right data are available and of sufficient quality, the data are actionable, and that the team is analyzing and using data.

     

     

     

    Responsibilities

     

    • Fills skills gaps across the spectrum of needs, including routine M&E
    • Assists with facilitating and cultivating adaptive management in close collaboration with GPO in HQ and field offices.
    • Ensures that there is a learning agenda (based on intervention-specific TOC) and that iterative learning is occurring using pause and reflect sessions
    • Helps with implementing a decentralized approach to support data for decision-making and
    • Work closely with project teams to understand current barriers to effective data use and to co-design a way forward
    • Provide assistance to project teams in identifying, articulating and measuring the meaningful impact of a project, or the ‘so what?’
    • Assists with developing of intervention-specific theories-of-change, which will in turn help inform discussions regarding what success looks like for a given project
    • Assists with organizational efforts to maximize learning opportunities from individual projects and across projects to help strengthen current and future programming
    • Support implementation or evaluation activities under guidance from Sr Advisor for Evaluation and Impact and other Sr Advisors.
    • Supports projects and colleagues in data analytics, data visualization and results dissemination, including abstract, manuscripts, and technical reports.
    • Maintains a constructive dialogue and technical exchange with GPO and TLI counterparts
    • Works collaboratively across technical implementation units (RMNCAH, Gender, HIV, Infectious Diseases and Malaria) to ensure activities are well-integrated, of high-quality and are responsive to technical learning agendas and priorities.
    • Supports the Sr. Advisor for Research and Compliance in ensuring adherence to JHU, donor, and local MOH requirements for IRB and Open Data
    • Supports new business development

     

    Required Qualifications

     

    • Proficient French language skills
    • Advanced degree in public health or in a related field
    • 8 years of progressively responsible international monitoring and evaluation experience
    • Excellent understanding of USAID and other donor systems, structures and processes
    • Strong technical and programmatic background in monitoring and evaluation, especially management and the provision of technical support to country programs
    • Strong ability to demonstrate flexibility, adaptability and team work.
    • Strong ability to work in a dynamic and changing context and under pressure
    • Strong change management, results oriented and decision-making skills
    • Excellent interpersonal and English written and oral presentation skills
    • Appreciation for socio-cultural differences in countries, preferably having lived and worked in one or more low resource settings
    • Ability to travel up to 30%, primarily to developing countries

     

    Preferred Qualifications

     

    • Familiarity with USAID’s collaborating, learning, adapting (CLA) approach
    • In-depth knowledge of PEPFAR 3.0 reporting requirements
    • French or Portuguese language skills
    • Experience using DHIS2
    • Experience using PowerBI, Tableau
    • Experience working in a country office setting
