  • Overview

    Health Informatics Advisor for TMEC/RISE will work closely with the SI Director and SI Manager to provide technical leadership and guidance in planning and implementing appropriate SI/M&E systems, mobile data collection, and migration of data into Jhpiego’s data warehouse.  TMEC/RISE is a 5-year cooperative agreement for the United States Agency for International Development (USAID).  TMEC/RISE will support countries to achieve and maintain epidemic control through provision of strategic technical assistance (TA) and direct service delivery (DSD) to improve prevention, HIV case finding and treatment programming in PEPFAR-supported countries. TMEC will prepare countries and local partners to address barriers in HIV services among at-risk adult men, women and priority and key populations, optimize national and sub-national systems, and build capacity of local implementing partners, continuously leveraging data to successfully course correct and achieve and maintain epidemic control over the course of 5 years. 

     

    Responsibilities

     

    Data Capture and Management

    • Lead assessments of existing HIV program data capture/management systems within Jhpiego countries and provide specialized TA to support adaptation of data systems for weekly/monthly facility/community level HIV data
    • Support the development and implementation of the data architecture for data capture
    • Direct adaptation of existing tools and data capture systems to meet project-specific data collection and dissemination needs and to ensure accessibility and usability of systems for project staff
    • Implement processes that streamline reporting and facilitate data for decision making
    • Provide advanced-level Excel, PowerBI and DHIS2 support to RISE US-based and in-country teams
    • Support ETL processes between country and US based data systems
    • Assist with programming data collection forms for mobile data collection (with emphasis on DHIS2, CommCare, and REDCAP)
    • Provide guidance to ensure that data capture and management systems balance both information needs, human capital requirements and resources considerations
    • Direct trainings and knowledge transfer activities to build capacity of country staff to facilitate effective data capture and use
    • Support the development and implementation of data quality control measures that will monitor accurate and complete capture of HIV data

     

     Data system development and support

    • Support the development, set up and use of digital health solutions for RISE projects at headquarters and in the field, including DHIS2, CommCare and other systems as needed.
    • Provide configuration and problem-solving support to country programs on these tools
    • Support data migration from legacy systems to these newer systems
    • Provide remote and in-person TA to in-country partners, and other stakeholders on the establishment and maintenance of data systems
    • Participate in PEPFAR Data Exchange Implementer Community Calls

     

    Required Qualifications

    • Advanced degree in related field with 8+ years of relevant experience
    • Advanced knowledge of health informatics, including specific expertise in supporting databases, data warehousing, mobile data collection and geographic information systems
    • Strong knowledge of PEPFAR Monitoring and Evaluation, DATIM, and HIV program monitoring and evaluation terminology, especially standard indicators used by PEPFAR programs
    • Experience developing and managing implementation plans, including timelines and priority tasks
    • Familiarity writing and using complex SQL queries (ex: using various joins and sub-queries), ETL processes and related best practices
    • Demonstrated familiarity with DHIS2, specifically, and other open source information system platforms (OpenMRS) used in low resource settings
    • Experience with data dashboard design and use
    • Ability to learn new software applications rapidly, and to coach others on use
    • Ability to process data using GIS software
    • Ability to comprehend complex technical and logical concepts
    • Strong interpersonal skills - must be able to work effectively as part of a project team and foster team co-operation
    • Demonstrated technical leadership and management skills
    • Strong quantitative, analytical, problem solving, organizational, communication and interpersonal
    • Ability to stay current with rapidly changing technology and apply it to business needs
    • Ability to effectively communicate technical information to both technical and non-technical personnel in the United States and developing country settings
    • Attention to detail and maintaining high quality standards is a must
    • Ability to take the initiative and work independently managing a high-volume work flow with minimal supervision.
    • As the project will likely support over 20 low income countries, a proven ability to work in a multicultural environment
    • Ability to travel internationally as needed
