  • Overview


    Sr. Strategic Information Advisor needed to support Jhpiego’s HIV service delivery programs to ensure strong strategic information/monitoring, research and evaluation (SI/M&E) systems and practices are in place and that real-time data is used for clinical and programmatic decision making in HIV prevention, care and Treatment programs in Africa and the Caribbean.  Sr. Advisor provides leadership and technical support across the HIV portfolio, as a resource to other US-based SI advisors, HIV technical advisors and country program monitoring and evaluation, technical and program staff worldwide.




    Portfolio leadership

    • Provide high-level technical leadership and guidance in planning and implementing appropriate SI/M&E systems, activities and technical assistance for facility and community-based programs targeting both general and key populations
    • Provide high-level assistance to Jhpiego staff in the development, implementation, and quality assurance for HIV prevention, care and treatment related monitoring and evaluation systems and activities with a focus on the clinical cascade, index testing, HIV self testing, PrEP, care and treatment and viral load suppression
    • Oversee the development of data analytics to monitor cascades of care, programmatic pivoting, and key and priority populations
    • Provide portfolio analytics for all HIV programs supported by Jhpiego analyzing progress to target and trends for monthly and quarterly reporting
    • Lead portfolio data review meetings on a quarterly meeting with HIV, program and technical teams
    • Collaborate with HIS team to ensure JADE has appropriate indicators and disaggregations to meet PEPFAR reporting requirements and priorities.  Collaborate with team to ensure data are imported into JADE in a timely manner as required to meet high-frequency reporting to the donor. 
    • Liaise with M&E, program and technical teams across the organization to develop or adapt indicator modules, related tools and SOPs to capture technical area information for HIV prevention, care and treatment
    • Work with teams to analyze, critically review and disseminate information within a specific technical area to M&E, program and technical teams across the organization (US and in-country) for program monitoring, evaluation, and program improvement; information will be disseminated as slides, JADE reports, slide decks, meetings, abstracts, and manuscripts
    • Support the development of technical assistance and capacity building proposals relating to a specific technical area
    • Participate in technical working groups within and outside of Jhpiego to share expertise and lessons learned

      HIV M&E technical assistance to country programs

    •  Provide leadership and technical assistance to country programs on development, implementation and enhancement of HIV prevention, care and treatment clinical monitoring and evaluation systems including activities, analyses and use of data
    • Develop and/or review performance monitoring plans that reflect work plans and their indicators including M&E system, QA/QI, surveillance, data analysis and data use
    • Routinely review routine country-specific data, provide feedback to country teams, and support country teams to use findings to improve program performance
    • Inform program, clinical and technical staff as well as in-country leadership on key data trends/findings, as well as ongoing and upcoming M&E activities and challenges
    • Provide technical guidance for use and dissemination of routinely collected HIV prevention, care and treatment data to monitor and evaluate country programs; dissemination approaches include slidesets, meetings, abstracts, and manuscripts
    • Provide ongoing guidance to teams on PEPFAR technical priorities and benchmarks disseminated in PEPFAR COP and MER guidance
    • Support high-frequency reporting efforts required by USAID/Washington including template preparation, importing data into JADE, review of results and feedback to teams on strengths and gaps; working with teams to course correct when gaps are identified
    • Collaborate with the Digital Health team to support mobile data collection activities
    • Contribute to building M&E capacity in HIV prevention, care and treatment at the field level

     Program evaluation and implementation science

    • Based on understanding of the country program and expertise in a technical area, develop or contribute to the development and implementation of program evaluation and other operational research proposals, protocols, data collection tools, databases, SOPs and IRB submissions.  Ensure compliance with Jhpiego’s IRB policy
    • Lead, collaborate with or assist US-based and in-country staff to develop and prepare abstracts, posters, presentations, and manuscripts resulting from program evaluation and operations research


    • Extensive experience in development of strategic plans and workplans in cooperation with other who represent a wide range of interests and needs
    • Excellent skills in facilitation, team building and coordination
    • Stay up-to-date on PEPFAR MER indicators, technical priorities, interventions and benchmarks
    • Represent Jhpiego at select regional and international conferences, meetings, working groups, seminars and other events that require Jhpiego participation
    • Provide technical and programmatic inputs to new proposals as needed
    • Write and review SI/M&E sections of proposals to ensure technical quality and inclusion of appropriate activities, budgets, and staff LOE
    • Identify and communicate potential opportunities for new business and new or leveraged funding sources
    • Develop and maintain excellent professional relationships with colleagues, counterparts, and donors worldwide
    • Maintain knowledge management/knowledge sharing practices for SI/M&E, including timely and relevant knowledge-sharing through available mechanisms.
    • Stay up-to-date on PEPFAR MER indicators, technical priorities, interventions and benchmarks
    • Identify programmatic successes, challenges and lessons learned, and ensure appropriate flow of information across the organization
    • Promote and support knowledge management and sharing efforts, including uploading documents onto Jhpiego knowledge management sites (e.g., team sites, SharePoint, and JADE) and external sites and partners
    • Contribute to Jhpiego staff orientation and updates in areas of technical expertise


    Required Qualifications

    • Advanced degree in public health (international health, epidemiology, biostatistics, population) or related social science
    • 15+ years relevant experience or PhD plus 8 years of experience
    • Extensive experience in PEPFAR SI/M&E of HIV/AIDS programs (USAID and CDC preferred; DOD helpful)
    • Strong technical skills, including ability to process and analyze data using one or more statistical software packages, including at least one of the following: SPSS, Epi Info, Stata
    • Familiarity with PowerBI, DHIS2, and CommCare
    • Experience working and living in a developing country for an extended period of time
    • Experience working with international and U.S. donor agencies and private sector foundations 
    • Portuguese or French language desirable
