  • Overview

    The Strategic Information (SI) Manager for TMEC/RISE will work closely with the SI Director to provide high-level technical leadership and guidance in planning and implementing appropriate SI/M&E systems, activities and technical assistance for RISE programs.  TMEC/RISE is a 5-year cooperative agreement for the United States Agency for International Development (USAID).  TMEC/RISE will support countries to achieve and maintain epidemic control through provision of strategic technical assistance (TA) and direct service delivery (DSD) to improve prevention, HIV case finding and treatment programming in PEPFAR-supported countries. TMEC will prepare countries and local partners to address barriers in HIV services among at-risk adult men, women and priority and key populations, optimize national and sub-national systems, and build capacity of local implementing partners, continuously leveraging data to successfully course correct and achieve and maintain epidemic control over the course of 5 years. 

     

    Responsibilities

    Project Management

    • Work closely with the SI Director to provide high-level technical leadership and guidance in planning and implementing appropriate SI/M&E systems, activities and technical assistance for RISE programs including facility and community-based programs targeting both general and key populations
    • Develop standard operating procedures to guide internal and external SI/M&E system strengthening activities with a focus on the clinical cascade, index testing, HIV self testing, PrEP, care and treatment and viral load suppression
    • Develop and document data analysis plan; conduct statistical analysis of project data
    • Oversee the development of data analytics to monitor cascades of care, programmatic pivoting, and key and priority populations, progress to target and trends for monthly and quarterly reporting
    • Develop and implement data review procedures for project-level data; review progress to targets with program, technical and management teams
    • Collaborate with informatics team to ensure data are imported into Jhpiego’s data warehouse (JADE) in a timely manner as required to meet high-frequency reporting to the donor. 
    • Work with RISE teams to analyze, critically review and disseminate information within a specific technical area to M&E, program and technical teams across the organization (US and in-country) for program monitoring, evaluation, and program improvement; information will be disseminated as slides, JADE reports, slide decks, meetings, abstracts, and manuscripts

     HIV M&E Technical Assistance to Country Programs

    • Provide leadership and technical assistance to RISE country programs on development, implementation and enhancement of HIV prevention, care and treatment clinical monitoring and evaluation systems including activities, analyses and use of data
    • Review RISE country workplans and performance monitoring plans to ensure adequate and relevant activities, budgets, indicators including M&E system, QA/QI, data analysis and data use
    • Routinely review routine country-specific reports and data, provide feedback to country teams, and support country teams to use findings to improve program performance
    • Inform program, clinical and technical staff as well as in-country leadership on key data trends/findings, as well as ongoing and upcoming M&E activities and challenges
    • Provide technical guidance for use and dissemination of routinely collected HIV prevention, care and treatment data to monitor and evaluate country programs; dissemination approaches include slide decks, meetings, abstracts, and manuscripts
    • Provide ongoing guidance to teams on PEPFAR technical priorities and benchmarks disseminated in PEPFAR COP and MER guidance
    • Support high-frequency reporting efforts required by USAID/Washington including importing data into JADE, review of results and feedback to teams on strengths and gaps; working with teams to course correct when gaps are identified
    • Collaborate with the Digital Health team to support mobile data collection activities
    • Contribute to building M&E capacity in HIV prevention, care and treatment at the field level
    • Support SI/M&E capacity building efforts for local partners

     Program Evaluation and Implementation Science

    • Based on understanding of the country program and expertise in a technical area, develop or contribute to the development and implementation of program evaluation and other operational research proposals, protocols, data collection tools, databases, SOPs and IRB submissions.  Ensure compliance with Jhpiego’s IRB policy
    • Lead, collaborate with or assist US-based and in-country staff to develop and prepare abstracts, posters, presentations, and manuscripts resulting from program evaluation and operations research

    Other

    • Extensive experience in development of core and country workplans in cooperation with other who represent a wide range of interests and needs
    • Excellent skills in facilitation, team building and coordination
    • Develop and maintain excellent professional relationships with colleagues, counterparts, and donors worldwide
    • Maintain knowledge management/knowledge sharing practices for SI/M&E, including timely and relevant knowledge-sharing through available mechanisms.
    • Stay up-to-date on PEPFAR MER indicators, technical priorities, interventions and benchmarks
    • Identify programmatic successes, challenges and lessons learned, and ensure appropriate flow of information across the organization

     

    Required Qualifications

    • Advanced degree in public health (international health, epidemiology, biostatistics, population) or related social science
    • 15+ years relevant experience or PhD plus 8 years of experience
    • Extensive experience in USAID-funded PEPFAR SI/M&E of HIV/AIDS programs
    • Strong technical skills, including ability to process and analyze data using one or more statistical software packages, including at least one of the following: SPSS, Epi Info, Stata
    • Familiarity with PowerBI, DHIS2, and CommCare
    • Experience working and living in a developing country for an extended period of time
    • Experience working with international and U.S. donor agencies and private sector foundations
